Brown County District Court

• Gross misdemeanor 2nd-degree test refusal and 3rd-degree DWI charges were filed March 10, 2023 against Heather M. Mangen, 53, 216 S. Front, New Ulm.

According to court documents, New Ulm Police Patrol Officer Tyler Forrest was on patrol when he saw a red 2014 Toyota Sienna driven south of Valley Street that crossed the centerline at 7:41 p.m. Feb. 28, 2023. Officer Forrest stopped the vehicle after it parked in a driveway at the residence.

Officer Forrest identified the driver as Mangen and noticed intoxication clues. Mangen refused to do field sobriety tests, then agreed. While Officer Forrest retrieved a Preliminary Breath Test machine, Mangen ran into the residence. Mangen initially bolted the door shut, then opened it, refused a breath test and was arrested. She was convicted of DWI – .08 or more Dec. 26, 2017 in Nicollet County Court.
