WWTF Pump and Diffuser Improvements

RECEIPT AND OPENING OF PROPOSALS: Proposals for the work described below will be received online through QuestCDN.com until December 15, 2020 at 1:00 p.m., at which time the bids will be opened and publicly read through Microsoft Teams. DESCRIPTION OF WORK: The work includes the following:
A. 20th Street Lift Station
1. Remove four (4) existing centrifugal pumps.
2. Furnish and Install four (4) new dry pit submersible pumps.
3. Remove and replace process piping and valves.
4. Install new VFDs and electrical and controls for new pumps.
5. Other miscellaneous work as shown on the plans.
B. Primary Pumps
1. Remove two (2) existing primary pumps.
2. Furnish and install (2) new rotary lobe pumps and grinders.
3. Remove and replace process piping and valves.
4. Install new electrical and controls.
5. Other miscellaneous work as shown on the plans.
C. Thickened Sludge Pumps
1. Remove two (2) existing thickened sludge pumps.
2. Furnish and install (2) new rotary lobe pumps.
3. Remove and replace process piping and valves.
4. Remove existing equipment, piping and valves as noted.
5. Install new VFDs for the pumps and miscellaneous electrical and controls.
6. Other miscellaneous work as shown on the plans.
D. Aeration Basin Diffuser Replacement
1. Remove and replace all membrane diffusers in the existing aeration basins.
2. Dispose of all used diffuser membranes.
3. Other miscellaneous work as shown on the plans.
COMPLETION OF WORK: All work under the Contract must be complete within three hundred (300)calendar days after receipt of the Notice to Proceed.
MINIMUM CONTRACTOR QUALIFICATIONS: The Bidder shall have experience as a General Contractor in the successful completion of at least three municipal water or wastewater treatment plants within the last five (5) years.

BID SUBMITTAL: A Bid shall be submitted online no later than the date and time prescribed. For this project the City will only be accepting online electronic bids through Quest CDN. To access the electronic bid form, download the project documents and click the online bidding button at the top of the advertisement. Prospective bidders must be on the planholders list through QuestCDN for bids to be accepted.
PLANHOLDERS LIST, ADDENDA AND BID TABULATION: The planholders list, addendums and bid tabulations will be available for download on-line at www.bolton-menk.com or www.questcdn.com. Bids will be received on a lump sum basis.
BID SECURITY: A Bid Bond in the amount of not less than 5 percent of the total amount bid, drawn in favor of City of New Ulm, Minnesota, shall accompany each bid.
LABOR RATES – MINIMUM WAGE REQUIREMENTS:
This project is being funded by the City of New Ulm, Minnesota. The project is not subject to the provisions of Little Davis-Bacon Act.
PERFORMANCE AND PAYMENT BONDS: The successful Bidder will be required to furnish a Performance Bond and Labor and Materials Payment Bond each in the amount of the Contract.
The Bid, Agreement, and Bonds shall be conditioned upon compliance with all provisions of the Bid Documents.
PROJECT ADMINISTRATION: All questions relative to this project prior to the opening of bids shall be directed to the Engineer/Manager for the project. It shall be understood, however, that no specification interpretations will be made by telephone.
