Brown County District Court

• Gross misdemeanor 3rd-degree DWI – test refusal and misdemeanor 4th-degree DWI charges were filed Jan. 13, 2023 against Richard J. Wiltscheck, 67, 820 9th St. N., New Ulm. According to court documents, New Ulm Police Cpl. Matt Rasmussen was on patrol near 5th North St. and State St. at 9:50 p.m. Nov. 18, 2022 when he noticed a pickup traveling west on 5th North at an incredibly slow speed, then turn south into an alley west of State Street, then turned onto 4th North without signaling.

Cpl. Rasmussen stopped the vehicle and noticed intoxication clues from the driver, later identified as Wildscheck. He failed certain field sobriety tests and could not blow enough air for a breath test. He was arrested and taken to the Brown County Jail. He again failed to provide a sufficient breath test. The test was deemed a refusal.
