• Felony stalking, threats of violence and gross misdemeanor harassment-reasonable fear of substantial bodily harm charges were filed Feb. 27, 2023 against Carlin L. Oscarson, 40, 422 State Street. A Zoom hearing was set for 8:30 a.m. Tuesday, March 14, 2023.

According to court documents, New Ulm Police Patrolman Trevor Kruse talked with a man and his mother at 4:48 p.m. Feb. 3, 2023 in the Brown County Law Enforcement Center regarding harassment and possible threats the man was receiving form Oscarson. Officer Kruse was familiar with prior calls for service between the man and Oscarson in the last month.

In his investigation, officer Kruse saw numerous messages from Oscarson to the man including phone calls, text messages and at least one Facebook message. Each message contained threats to the man including a statement: “I’m not afraid, come on over, I’ll shoot you right in your f*cking face.” Messages were sent from Oscarson to the man from Jan. 19, 2023 and Feb. 2, 2023.

The man secured an harassment restraining order against Oscarson and was advised to block Oscarson’s phone number and notify police if he received any further contact.

• Gross misdemeanor 3rd-degree DWI and misdemeanor 4th-degree DWI charges were filed Feb. 27, 2023 against Ryan C. Schmitz, 44, 1003 Mack Lane, New Ulm.

According to court documents, New Ulm Police Patrolman Eric Byro was on routine patrol at 8:17 p.m. Feb. 25 when heard dispatch air a driving complaint of a dark-colored BMW reported to be all over the road near Front Street and 17th North Street. Officer Byro caught the suspect vehicle at 23rd North and Broadway and noticed it turn left onto North Highland without signaling.

Officer Byro stopped the suspect vehicle and identified the driver as Schmitz. He detected a strong alcoholic odor coming from Schmitz who displayed intoxication clues and failed certain field sobriety tests.

Schmitz provided a preliminary breath test that showed a .16 alcohol concentration. Schmitz was arrested and taken to the Brown County Jail. A DataMaster test resulted in a .16 alcohol concentration at 9:06 p.m.
