• Felony charges of fourth-degree drugs-marijuana sale in park, fifth-degree marijuana mixture sale and fifth-degree drug possession-not small amount marijuana were filed Tuesday against Kilasiku S. Graham Jr., 21, 615 German St. N., New Ulm. A first appearance was set for 8:30 a.m. Nov. 23, 2021.

According to court documents, a controlled buy was set up between a confidential informant (CE) and Graham Jr. on Feb. 9, 2021.

• A charge of felony fifth-degree marijuana mixture sale charge was filed Tuesday against Brandon L. Singlatery, 21, 1821 Ashland Dr., New Ulm. A first appearance was set for 8:30 a.m. Nov. 23, 2021.

According to court documents, a BLRR DTF (Brown Lincoln Redwood Renville Drug Task Force) agent talked with a CI on Feb. 1, 2021 about buying a half-ounce of marijuana for $140 from Singlaterry. On Feb. 4, 2021, the CI contacted a male individual and met with agents at a pre-determined location. The buy netted about 13 grams of suspected marijuana.

• A felony financial transaction card fraud charge was filed Tuesday against Abigail D. Walter, 27, 22531 170th St., Sleepy Eye. A first appearance was set for 8:30 a.m., Nov. 9, 2021.

According to court documents, a Brown County Sheriff’s Office deputy was advised of unauthorized charges on a victim’s credit card after they made an authorized $243.74 purchase from Walter on Sept. 23, 2020 through a Square account. Then unauthorized charges began from Sept. 23, 2020 to Dec. 24, 2020 totalling $12,689.26.

Brown County Sheriff’s Office Investigator Jeremy Reed authored two search warrant applications in the case, one to South Point Financial Credit Union and one for Square Capital, LLC.

On June 8, 2021, Reed received materials from Square outlined in the search warrant. Walter’s Square account was created on Sept.23, 2020. Her associated bank accounts were at SouthPoint Financial Credit Union. The victim’s credit card had 70 attempted charges on the Square account, not all of which were successful.

On June 23, 2021, Reed interviewed Walter in his Brown County Law Enforcement Center Office. Walter told Reed did not key in the credit card number of the victim into Square except for the first three charges.

Funds from Walter’s business, using Square, are deposited and commingled with her personal SouthPoint account. She would then use the funds and withdraw cash. Walter said she never watched her account or balance, just spent funds in her account.

According to Square, every transaction on the victim’s credit card from Walter’s business was manually keyed into Square, but not every transaction was approved and a note was generated for the reason why charges were denied.

• A felony third-degree narcotic drug mixture charge was filed Tuesday against Thomas A. Partridge, 21, 1550 Edgewood Blvd., N. Mankato. A first appearance was set for 8:30 a.m., Nov. 23.

According to court documents, a drug task force agent contacted an informant on June 9, 2021 about buying methamphetamine or cocaine from an individual in Mankato. The CI said they could make the purchase from a male with the nickname “Afro-man” who was later identified as Partridge.

The CI and Partridge agreed to the sale of eight grams of cocaine for $630 and meet in New Ulm at about 6:30 p.m. At 7 p.m., the CI arrived at a pre-determined location and Partridge arrived and parked near the CI at 7:33 p.m. The CI later left and met with agents, handing them a small, plastic baggie contained the purported cocaine that was field tested with a positive, presumptive result for cocaine. It weighed 8.7 grams including packaging
