NU man sentenced in child porn case

Gets 10 years supervised probation

NEW ULM — A 72-year-old rural New Ulm man originally charged with five child porn charges was sentenced in Brown County District Court Monday.

Ricky Eugene Randall was convicted of one count of felony pornographic work possession – minor under 14, prior conviction; registered predatory offender. Four child porn possession charges were dismissed.

Charges stem from a July 2022 referral to Brown County Sheriff Office Investigator Andrew Konechne from the Minnesota Bureau of Criminal Apprehension (Mn BCA) who received a Yahoo cyber tip about an account that emailed child pornography images to itself. Yahoo provided the suspect’s name as Randall, formerly of North Platte, Ne.

BCA analysts issued subpoenas for more information on the account and found a Verizon Wireless recovery phone number. Verizon revealed Randall as the account holder with a rural New Ulm address.

Investigator Konechne viewed the suspected files and identified a man in an email photo attachment as Randall after looking at Randall’s driver’s license photo.

Randall was fined $1,160. The fine can be worked off by sentence to service hours, if available. He was sentenced to 24 months at the St. Cloud Correctional Facility, stayed for 10 years supervised probation, monitored by the Minnesota Department of Corrections Field Services.

Sentenced to 60 days in the Brown County Jail, Randall will serve in two 30-day segments, credited with two days served, Huber if appropriate.

He was ordered to successfully complete outpatient sex offender treatment, pay all fees, participate in individual therapy, focused on mental health symptoms, have no contact with persons under age 18 without written approval from a treatment provider or probation agent. Randall may not possess any pornographic/sexually explicit material, have no alcohol/controlled substance use, register and comply with predatory offender registration including photographing, fingerprinting and DNA.
