Commissioners to consider jail security system update

Firm says computer, electronics outdated

NEW ULM — Brown County Commissioners will consider a $132,902 jail security system update at its meeting on Tuesday, Feb. 7.

The current jail security system was installed in 1994 during Brown County Law Enforcement Center/Jail construction. In 2007, a request was submitted for jail security system updates and replacing a personal computer (PC).

In 2021, system repairs, including replacing worn electronics, were done by Cornerstone of Greenville, Wi. Cornerstone recommended updating the operating PC to newer computer language and updated electronics.

The system has experienced on-going breakdowns the past couple years. Updates would make it easier to diagnose and repair any issues that would arise, the recommendation says. It is recommended the jail security system be updated every three years. It has been 16 years since the last PC and most of the electronics were updated.

The expense was included in the 2023 department budget.

Commissioners will also consider:

• The 2022 Brown-Lyon-Redwood-Renville Emergency Response Unit activation report.

• Authorizing the purchase of three Motorola APX6000 700/800 MHz portable radios with chargers, speaker mics and ARMER programming from Alpha Wireless for $16,398.21 (including a $300 programming cost).

The cost would be an allowable expense of 911 funds. Three older Motorola XTS2500 portable radios would be transferred to the Brown County Highway Department.

• Awarding a contract to the appropriate bidder for culvert replacement and approach work on 200th Street over County Ditch 3 in Sigel Township. The low bid is $348,413.25 from Mathiowetz Construction Co. The engineer’s estimate is $261,805.50.

• Setting a bid letting date for surface rehabilitation projects on CSAH 9, 11, 20 and 24. Five road segments are planned for cold in-place recycle and overlay surface rehabilitation. The other is scheduled for full-depth reclamation and overlay surface rehabilitation.

The highway department recommends setting the letting date for 10 a.m., Wednesday, March 22, 2023 at the courthouse. Results will be brought for board approval March 28, 2023. Projects are anticipated to be done between June and October.

• Setting 2023 spring road restrictions. They usually begin in late February or early March. Work done in 2022 added shoulders and road surface improvements but did not change any 2023 road postings, so proposed spring road restrictions for 2023 are the same as 2022.

• The county board meeting begins at 9 a.m. in the courthouse commissioner’s room.
