Level 3 sex offender moves to New Ulm

NEW ULM — A Level 3, predatory sex offender has moved to the 1300 block of N. Broadway March 16, according to New Ulm Police.

Archester Rodgers Jr., 39, is black, five feet, 10 inches tall, weighs 189 pounds, has brown eyes and black hair. He has a history of engaging in sexual contact with unknown adult women, holding a woman against her will and using force and threats to gain compliance, according to a release notification released by New Ulm Police March 18.

Rodgers Jr. has been convicted of criminal sexual conduct crimes, has served his sentence and is transitioning back into community life, according to the news release.

The notification is not intended to increase fear but rather raise awareness, enhance public safety and protection, according to police. Rodgers Jr. is still under Department of Correction (DOC) supervision.

New Ulm Police may not direct where Rodgers Jr. or any other offender may reside, nor can they direct where they work or go to school.

Convicted sexual and predatory individuals have always been released to live in communities.

It was not until passage of the Registration Act, that law enforcement had the ability to track movement of these individuals after their initial release.

With passage of the Community Notification Act, law enforcement may now share information about many of these individuals with the public. Abuse of this information to threaten, harass, or intimidate a registered person in unacceptable and may be charged as a crime. Such abuses could end the ability of law enforcement to provide this notification.
