SE City Council OKs new city manager
Strate to be promoted from city clerk to city manager

SLEEPY EYE — Following brief discussion Tuesday, the Sleepy Eye City Council unanimously approved promoting city clerk Michelle Strate to the city manager position following Bob Elston’s Dec. 18 retirement.
Elston said Strate began her role as city clerk about a month before he became city manager seven years ago.
“When it comes to employees, I always felt like it was my responsibility to at least have a pathway for someone else to succeed me,” he said. “Looking at Michelle’s resume, it looks like she wants to succeed me, which I’m grateful for because I think it’s the right fit.”
Elston said he asked an employment agency what the city manager market is like.
“I learned it’s hard to hire people for a number of jobs, which is why we’re doing what we’re doing with my retirement,” he said. “There are many interim city managers because it’s hard to hire these folks. I was told that if I had somebody that is interested and qualified, stick with them. If you need to spend some money on more training, do it. You’ll be ahead of the game instead of starting from scratch.”
Mayor Joann Schmidt said she received one application when the application period was open and it was Michelle.
“The finance committee interviewed her put her forward as city manager,” Schmidt said.
Action came on a motion by Councilor Doug Pelzel, seconded by Christina Andres.
“Michelle has worked as city clerk for seven years and done a fantastic job,” said Pelzel.
“I think we’re really fortunate to have a great candidate,” said Councilor Gary Windschitl.
“There is a city manager in an area town on his third interim period,” said Councilor Nate Stevermer. “They’re in place for six months at a time until somebody can be found.”
Schmidt said her friend is a former city manager who operates a consulting business for cities without city managers around the United States.
She said Strate’s contract details will be determined at a future city finance committee meeting and brought to the city council for consideration.
