Man accused of trying to drown relatives
FERGUS FALLS — A 42-year-old Shakopee man accused of trying to drown two women in Otter Tail Lake Aug. 30, faces second-degree attempted murder and three other charges.
Franklin Michael Dickinson was arrested on suspicion of second-degree attempted murder, two counts of felony domestic assault by strangulation and misdemeanor domestic assault charge in the case involving 25- and 64-year-old female family members from New Ulm.
According to court documents, Otter Tail Sheriff’s Office dispatch received a 911 call Aug. 30 reporting Dickinson was intoxicated on an unknown substance and attempted to drown two family members in the lake.
At a dock on the lake, the second suspected female victim told an Otter Tail County Deputy that the man in the water was Dickinson and that before the deputy arrived, she and the other suspected victim were held under water during an altercation with Dickinson.
According to court records, the first victim said she was held under water for a long time. The deputy noticed neck and collarbone injuries on the woman, so he requested an ambulance and have her condition evaluated.
The second woman told the deputy Dickinson pulled the first victim under the dock. The second woman said Dickinson pulled her underwater while she was trying to get him off the other woman.
Also according to court records, the second woman yelled for the next-door neighbor’s son who jumped into the water and pulled Dickinson off the first woman.
The first woman said she would not have survived if the neighbor’s son had not come over and pulled Dickinson off her. She said she didn’t know her neck turned purple until the second woman told her.
Facing felony second-degree attempted murder and two counts of felony domestic assault by strangulation and misdemeanor domestic assault-fear charges, Dickinson remains in the Otter Tail County Jail custody. Unconditional bail was set at $300,000; $150,000 non-cash bond with conditions, $15,000 cash bail with conditions Sept. 3. A court hearing was set for 9 a.m. Sept. 15.
