MPCA fines Enbridge Energy, Canadian Pacific for violations
Luverne ethanol plant fined $34k
ST. PAUL — Enbridge Energy, Limited Partnership of Houston, Tx. was recently fined $895,000 by the Minnesota Pollution Control Agency (MPCA) for violations during construction of the Line 3 pipeline replacement in 2021.
The pipeline follows Enbridge’s existing Line 3 route from Joliette, N. D. to Clearbrook, Mn. and follows existing pipeline and tranmission routes from Clearbrook to Superior, Wi.
The MPCA investigation found the multinational pipeline and energy company violated regulations and requirements including discharging construction stormwater into wetlands and inadvertently drilling mud into surface water at 12 locations in 2021.
The MPCA closed 153 enforcement cases for water and air quality, stormwater and wastewater violations from July through December 2022.
Other enforcement cases included:
• Agri-Energy, LLC of Luverne fined $34,000 for exceeding air pollutant emissions and failing to keep required equipment testing and maintenance records. Violations occurred at the company’s Luverne ethanol production facility.
• Soo Line Railroad doing business as Canadian Pacific of St. Paul $33,727 for industrial stormwater violations. In July 2021, several hundred gallons of diesel fuel spilled from a punctured locomotive fuel tank at the St. Paul switchyard. Fuel flowed into a stormwater culvert and entered nearby Battle Creek, which is on the MPCA impaired waters list for threats to aquatic life.
• Schreier’s on Shetek Campground, Inc., $3,275 for construction stormwater violations in Currie.
• New Bedford Technology LLC $1,634 for hazardous waste violations in Worthington.
• Ruether Brothers LLC $1,574 for hazardous waste violations in Montevideo.
• NPS Auctions, Inc. $250 for hazardous waste violations in Nicollet.
