Level 3 sex offender moves to NU
NEW ULM — New Ulm Police released information Tuesday of a Level 3 Sex Offender who moved to the 1300 block of North Broadway May 18.
Travis J. Stancer, 44, was described as five feet, eight inches, 200 pounds, medium complexion, green eyes, brown hair with a lean build.
According to the notification of release fact sheet, Stancer engaged in separate incidents of criminal sexual contact against a known adult female and a known teen-aged female victim. Stancer used established relationships to gain access including attention, affection, coercion and manipulation to gain compliance.
Stancer has served his sentence is transitioning to the community. The notification is not intended to increase fear but rather raise awareness, said police. Law enforcement believes an informed public is a safer public.
New Ulm Police may not direct where Stancer lives, where he works or goes to school.
Abuse of this information to threaten, harass or intimidate a registered person is unacceptable and such acts could be charged as a crime. Such abuses could potentially end the ability of law enforcement to provide these notifications.
