Minneapolis man with local ties faces four charges

BROWN COUNTY –Four charges were filed May 15 against a Minneapolis man with local ties in Brown County District Court.

Cody L. Stark, 26, living in a Minneapolis treatment center, is on probation with Brown County and the Minnesota Department of Corrections.

Stark faces charges of felony first-degree damage to property, gross misdemeanor domestic assault-subsequent violation, misdemeanor driving after revocation and reckless driving for his alleged role in a May 13 incident in and around Hanska.

Stark’s bail was set at $40,000 without conditions; $20,000 with conditions Monday.

According to court documents, a woman came to the Brown County Sheriff’s Office at 6:08 p.m., May 13 to report that her vehicle was damaged that day.

The woman said she and Stark were traveling from Hanska to Courtland to meet his grandmother (witness) and pickup items from a storage shed.

She said the two of them were near Hanska when Stark decided he did not want to travel with her any longer and asked to exit the vehicle. The woman said she pulled over, Stark got out and started walking back towards Hanska.

The woman continued northbound on Highway 13, near Highway 20 and 22 when she looked in the rear view mirror and saw Stark driving a red Honda CRV, in the oncoming lane and following her so close, she could not see the front end of the Honda.

The lady said Stark appeared to try to pass her but forced her off the road without colliding. She said Stark exited his vehicle as she tried to drive around him, he grabbed her partially-open window and tried to get in her vehicle, saying he left his phone in the car.

The window broke before the woman drove off and said Stark drove towards Hanska.

Turning onto Highway 24, traveling towards Highway 15, the woman said Stark appeared behind her again and was driving aggressively, flailing his arms as he approached her vehicle.

She said Stark passed her at the stop sign for the Highway 24 and Highway 15 intersection, then blocked the intersection, exited his vehicle and tried to get into the woman’s vehicle. The woman said she feared for her safety and drove away with Stark holding onto her window, despite complaining of broken glass cutting his arms. She said he later let go and she drove to Courtland.

The woman said she is pregnant and has two children in common with Stark, who comes around when he wants, unannounced.

The witness told a deputy she was concerned for the safety of the woman, the children and something should be done to protect them from Stark.

Stark was booked at the Brown County Law Enforcement Center last Friday afternoon.
