NU woman accused of wrongfully obtaining assistance

NEW ULM — Four felony charges were filed against a 35-year-old New Ulm woman accused of failing to report more than $66,000 in unearned income to Brown County Human Services (BCHS) and for receiving $23,145 in assistance that she was not entitled since March 2013.

Darcy L. Lund, also known as Darcy Lynn Taylor-Lund, 2418 N. Broadway, was charged with two counts of financial transaction card fraud, wrongfully obtaining assistance and perjury in any writing under oath, according to court documents.

Brown County Human Services Collections/Fraud Investigator Preston Cowing received a fraud referral for Lund on Jan. 29. A BCHS employee received a letter from the Department of Veteran Affairs (VA) addressed to Lund and an anonymous note stating that Lund had not disclosed her VA benefits to the BCHS.

The VA letter indicated Lund would be eligible for $895 per month based on her request for a share of an individual’s VA payments that began March 1, 2013. The letter read that Lund would continue to be eligible for payments until the individual was no longer incarcerated, the couple lives together again or they were divorced.

The BCHS department was previously aware that Lund received monthly VA payments of $129 to $155 but never reported the $895 monthly VA payments.

A review of Lund’s public assistance file showed she applied for public assistance in December 2012 when she returned to Minnesota from Florida. Since she returned, Lund received both SNAP (Supplemental Nutritional Assistance Program) and CCAP (Child Care Assistance Program) benefits in Brown County.

In addition, Lund reported receiving $638 in VA benefits at the time. In April 2013, she provided BCHS a VA letter that explained she would start to receive VA benefits of $129 a month on Feb. 26, 2013. For more than five years, Lund reported receiving $129 to $155.54 in monthly VA benefits. She verified the benefits by submitting a redacted bank statement showing account deposits from the VA.

Lund completed several change report forms to report changes in her jobs, her pay rate and other circumstances, but never reported receiving $895 VA benefit monthly payments.

The investigator requested bank statements from Lund’s ban account and verified the $895 monthly VA payments Lund never reported to BCHS.

Lund was summoned to appear in court at 8:30 a.m., Tuesday, May 14.
