Cobden man faces felony charge, six other counts

NEW ULM — A 30-year-old Cobden man was charged with seven counts including fleeing a peace officer in a motor vehicle (which is a felony) in Brown County District Court Tuesday.

Besides the felony charge, Rolando Parra Jr., 120 2nd St., Cobden, was charged with contributing to the need for protection or service; operating a motor vehicle which under the influence of a hazardous substance; the neglect or endangerment of child; and driving an uninsured vehicle. Most of these charges are gross misdemeanors; the last listed is a misdemeanor.

Parra bailed out of the Brown County Jail Tuesday afternoon. His bail was set at $15,000 unconditionally or $5,000 with conditions.

According to court documents, a Brown County Sheriff’s deputy received numerous calls from Brown County Dispatch about a male driver in a tan 1999 Chevrolet Lumina at about 11 a.m. Sept. 3. The first call reported a car driving over the center and fog line, heading west on County Road 27.

The vehicle was reported being driven through Brandel’s curves near 225th Avenue when it stopped on the road side. The caller voiced concern for the driver’s welfare. A few minutes later, a caller said they believed the driver was possibly inhaling toxic gas to get high with a toddler in the back seat of the vehicle. The caller said the driver awoke and sped off, going about 70 miles per hour, was “all over the road,” stopped, then started, nearly hitting an oncoming car.

Sleepy Eye Police arrived and reported the car was “all over the road” before stopping in the oncoming traffic lane. A deputy said he saw the driver’s head moving bobbing up and down. The deputy ordered the driver to stop but he ignored commands, so the deputy reached into the car and shifted it into park. The deputy noticed a spray can of industrial strength “Ulta Duster” in the driver’s lap.

Parra seemed confused and dazed and tried to drive away but was unable. A deputy noticed a toddler sleeping in the back seat of the car. The driver was identified as Parra, who had a revoked driver’s license. He failed certain field sobriety tests and was arrested for driving while intoxicated. The deputy felt the spray can and noticed it was cold and had condensation near the top.

After writing up a search warrant for Parra’s blood, the car was searched and four Ultra Duster spray cans were taken and submitted into evidence. Parra’s blood was drawn at New Ulm Medical Center.
