on the proposed
amendments to the
Public Utilities Com-
mission Regulation
111, Subd. 6 – Billing
and Collection of Ac-
counts, Debit and
Credit Card Payments,
to allow partial pay-
ments on utility ac-
counts online, by
phone and in person.

OPPORTUNITY FOR
COMMENT
Nicollet County pro-
poses to reconstruct
CSAR 12 from 3000′
North of TH 14 to 645′
North of CSAR 21, in-
cluding new pavement,
shouldering, ditch
grading and culvert re-
placements. A portion
of the roadway is
currently flooded due
to rising water levels.
To prevent future flood-
ing of the roadway, the
road will be raised ap-
proximately 8′ feet in
the location it is
currently closed.
In accordance with
Section 6009 of the
Safe, Accountable,
Flexible, Efficient Tran-
sportation Equity Act:
A Legacy for Users
(SAFETEA-LU) Public
Law 109-59, enacted
August 10, 2005, Nicol-
let County is soliciting
comments on the ef-
fects this project would
have on Swan Lake
Wildlife Management
Area. The project will
impact 3.616 acres of
Swan Lake Wildlife
Management Area. Ac-
cess to the Swan Lake
WMA via CSAH 12 will
be limited during con-
struction.
It is anticipated that
Nicollet County will re-
quest the Federal
Highway Administra-
tion (FHWA) to deter-
mine that the proposed
action at Swan Lake
Wildlife Management
Area is a Section 4(f)
de minimis action in
accordance with Sec-
tion 6009(a) of
SAFETEA-LU. A de
minimis finding may be
made when uses of
Section 4(f) land will
have no adverse effect
on the protected
resources.
