Nygaard, 59, Fairmont. According to court documents, Minnesota State Patrol tropper Matthew Roiger was eastbound on Brown CR 29 near 195th Avenue at 3:02 p.m. Sept. 13, 2023 when he saw a white pickup traveling westbound at a high rate of speed.
