Ronald D. Zarko, 28, Chester, S.C., was charged Tuesday with felony domestic abuse, violating no contact order within 10 years of first of two or more convictions; plus two counts of felony domestic assault, felony domestic abuse, no contact order and felony threats of violence.
According to a statement of probable cause, New Ulm Police were dispatched to 926 N. Valley St. at about 4:30 p.m. May 21 for a reported verbal domestic incident.
The homeowner told police they were unaware of Zarko’s whereabouts but two people were arguing all day including yelling and screaming. The homeowner said they heard someone say “get off me” and “I’m going to kill you.”
Police talked to the other person who said Zarko pushed them and threatened to kill them and he grabbed them by the throat. Police photographed the person’s neck that was red. The person also had redness on their knee when they were pushed to the ground.
Police determined there was a valid domestic abuse no contact order (DANCO) that restricts Zarko from any contact with the person. In addition, there were three young children around during the incident.
Hours later, police learned Zarko would be arriving in a taxi at the Econolodge hotel. Police met him there, arrested him and took him to jail. Zarko was convicted of gross misdemeanor, domestic assault, on Nov. 9, 2015 in Wright County and domestic abuse, violating a no contact order within 10 years of previous conviction on Dec. 18, 2015, in Wright County.
Both charges are qualified, domestic violence-related offenses.
Miranda R. Breu, 26, 1405 N. Minnesota St., New Ulm, received a stay of adjudication Monday for third-degree drug sale to a person under age 18 and theft. Third and fifth-degree drug charges were dismissed. Successful probation completion will result in dismissal of the first two counts.
For the first count, she was fined $2,500 and credited for up to $300 out-of-pocket diagnostic assessment. She may do STS in lieu of fine and sentenced to 45 days in the Brown County Jail, 15 days beginning on July 15, 2016, May 23, 2017, and May 23, 2018. She was placed on 20 years supervised probation, monitored by the Department of Corrections Field Services.
For the second count, she was fined $1,085. She may do STS in lieu of fine and was placed on 10 years supervised probation, monitored by the Department of Corrections.
Christopher R. Paulson, 37, Box 814, Arlington, received a stay of adjudication for no insurance. Charges of driving after revocation and no current registration were dismissed. He was fined $1,060 and sentenced to 30 days in the Brown County Jail, credited with serving 18 days and may serve remaining jail days via STS if fees are paid, to be completed within six months. He was placed on two years supervised probation.
Sibley County
District Court
Eugenio Castaneda-Garcia, 39, Lafayette, pled guilty to first-degree DWI. He was sentenced to 36 months in prison, stayed for five years probation. Conditions include serving 33 days in the Sibley County Jail, 147 days on electronic home monitoring with the Alco-sensor component, undergoing a chemical use assessment, following all recommendations, attending a Victim Impact Panel, serving five days STS for each year he is on probation and paying $135.
Patrick M. McConnell, 35, Henderson, admitted to violating probation terms for third-degree DWI. His probation was reinstated with the same terms as previously ordered plus that he follow all aftercare recommendations from his primary treatment facility.
James H. Zobel, 60, Winthrop, was sentenced to 98 months in prison for first-degree possession of a controlled substance, stayed for seven years probation. Conditions include serving 180 days in the Sibley County Jail under a staggered sentencing format, undergoing a chemical use assessment, following all recommendations.
David B. Beck, 67, New Ulm, pled guilty to third-degree DWI. He was sentenced to two years of probation. Conditions include serving two days in the Sibley County Jail, 28 days on electronic home monitoring with an Alco-sensor, undergoing a chemical use assessment, following all recommendations, attending a Victim Impact Panel and paying $485.
Chance A. Gildea, 31, Gaylord, admitted to violating probation for fifth-degree possession of a controlled substance and felony domestic assault. He was sentenced to 18 months in prison beginning immediately.
Dean R. Roeglin, 53, St.James, pled guilty to an amended charge of third-degree possession of a controlled substance. He was sentenced to 68 months in prison beginning immediately.
Danny A. Garcia, 53, Pagosa, Co. appeared after being arrested on allegations of violating third-degree DWI probation terms. He was ordered to be held without bail.
Spencer S. Nevala, 24, Apple Valley, admitted to violating probation terms for fifth-degree possession of a controlled substance. His probation terms were reinstated with the same terms and conditions as earlier ordered plus that he be held in custody until an in-patient chemical dependency treatment bed is available.
Joshua R. Messner, 34, Gaylord, admitted to violating probation terms for third-degree possession of a controlled substance. His probation was reinstated as previously ordered plus that he be held in custody until an inpatient chemical dependency treatment bed is available.
Arnulfo Gonzales, 24, Gaylord, pled guilty to driving after revocation. A gross misdemeanor, no insurance, charge was dismissed. He was sentenced to 10 days in the Sibley County Jail and fined $285.
Lucas J. Brown, 22, Winthrop, appeared on charges of fourth-degree assault, obstructing legal process and third-degree DWI. His bail was set at $3,000 cash or $30,000 bond.
Roseana J. Messner, 34, Gaylord, admitted to violating probation terms for a third-degree possession of a controlled substance charge. Previous probation terms were reinstated plus that she undergo a chemical use assessment within seven days and remain on the Sibley County Color Wheel Drug Testing program until beginning the chemical use assessment.
Brandon J. Utz, 24, New Ulm, appeared on a third-degree DWI charge. He was released on his own recognizance and ordered to have no use or possession of alcohol or drugs.
Jody L. Wickberg, 46, Winthrop, pled guilty to fifth-degree possession of a controlled substance and fourth-degree DWI. The Court stayed adjudication on the drug charge and convicted her of the DWI offense. She was placed on three years probation. Conditions include serving 15 days in the Sibley County Jail, undergoing a chemical use assessment, following all recommendations and paying $385.
Troy L. Frahm, 53, New Auburn, was sentenced to 16 months in prison for unlawful firearm possession and fifth-degree possession of a controlled substance. He was ordered to serve 30 days in the Sibley County Jail, undergo a chemical use assessment, follow all recommendations and fined $135.
Rashad D. Henley, 24, Arlington, was convicted for gross misdemeanor, interference with an emergency call. He was placed on a one year probation. Conditions include serving three weekends in the Sibley County Jail, completing an updated chemical use assessment, following all recommendations, continuing outpatient therapy and a domestic abuse assessment and following all recommendations and fined $85.
Katherine L. Kosek-Hacker, 50, Brownton, appeared on a second-degree DWI charge. She was released on her own recognizance but ordered to not use or possess alcohol or drugs and be subject to testing at the request of law enforcement or probation.
Jacob D. Karg, 31, Gibbon, had bail seat at $1,000 cash or $10,000 bond for a fifth-degree controlled substance possession and second-degree DWI. If he posts bail, he must cooperate with the Sibley County Color Wheel Drug Testing Program.
