Mayor again vetoes angle parking downtown

New Ulm Mayor Carl Wyczawski this morning vetoes a double-barreled parking resolution the City Council had approved last Wednesday.

The Council’s resolution had authorized purchase of four lots on N. German between First and Second N. for off-street parking, and at the same time had ordered angle parking reinstated on Minnesota from Second S. to First N.

The Mayor in his veto message said he supported the Council’s effort to secure additional off-street parking but believed this matter should be handled separately from the angle parking issue.

Mayor Wyczawski made a reference to the angle parking issue which seemed to raise the possibility of some future compromise.

“With reference to Minnesota Street parking, I would like to assure the city council that I would be willing to consider all relevant facts anew so that this matter can be finally settled. I think all of us owe our constituents a decision on this issue which is in the best long-range interest of the city,” the Mayor stated.

He also asked the Council to consider acquiring all seven lots on the west side of German between First and Second N. (the vetoed resolution had okayed purchase of four lots), plus land at the north edge of downtown for parking.

The balance of his veto message follows.

“New Ulm citizens deserve a downtown that contributes economically to the well being of the entire community, that offers both job opportunities and a full range of goods and services, and that is safe and pleasant for people walking and driving.

“Investment in offstreet parking is essentially an investment in the future of our Central Business District. Such investment will pay dividends to the whole community in the form of tax dollars paid by thriving downtown businesses.

“Additional parking along German Street is certainly compatible with our long range plan to alter downtown traffic flows so that Minnesota and German Streets serve as one-way pair. However, I feel strong that we have an acute need for off-street parking on the north side of the downtown so I would urge the City Council to formulate a parking acquisition and financing plan that would jointly provide for the purchase of property along German Street and at the north edge of the downtown. ”
