NEW ULM -- The City Council will decide which construction management method to use for the Reinvest in New Ulm (RENU) recreation center projects, Tuesday.
The RENU recreation center projects include the aquatic center expansion, wellness center, indoor playground and gymnastic center. These projects are anticipated to be the most complex part of the RENU projects, and the city decided to hire a construction manager for them.
Construction management methods include: construction manager agency (CMA), construction manager at risk (CMR) or owner's rep (OR) with a general contractor.
In January, the RENU oversight committee voted to move forward with switching to the CMR delivery method and move forward with releasing a request for proposals for this service. The CMR model establishes a guaranteed maximum price before awarding various bids.
JLG Sport Architects has been awarded the architect bid for this project and recommended the CMR method.
The council will also consider a contract with Bolton & Menk, Inc., for hydrologic and hydraulic reports on the Airport Industrial Park.
In September, city staff recommended retaining a consultant to provide a storm water drainage study for the area. The council directed staff to seek proposals for the service. Of the four proposals received, Bolton & Menk's proposal was top reviewed by the staff at a total cost of $37,587.
Bolton & Menk were not the lowest bidder. SEH provided a lower bid of $26,985, but staff are recommending Bolton & Menk based on the company's previous work investigating drainage at Somesen Drainage Area, the company's significant experience with hydrologic and hydraulic reports and their past services to New Ulm.
Green Mill & Best Western Plus is requesting their liquor licenses be extended to the parking lot adjacent to the building for the Bock Fest After Party on Saturday, March 2.
The proposed event would be held in a 200 feet by 40 feet tent with lighting, stage and fencing. The proposed outdoor concert time would conflict with the city codes restricting amplified noise.
A variance and public hearing is required before the noise variance can be approved. The council is expected to set a date for the public hearing.
The council will consider authorizing a grant application to Allina Health's Neighborhood Health Connection program for up to $10,000 to assist in funding the new mobile "Rec on the Go" and Adult/Child Yoga in the Park programs. The grant has no matching requirement and could be used to implement free programs and fund expenses of equipment, promotion, staffing and training.
The city is expected to accept $4,050 in cash donations and $10,000 in pledges for the Park and Recreation Department. The $10,000 pledge is from Dr. Ann Vogel for the German Park amphitheater. The New Ulm Chapter of Izaak Walton League donated a total of $2,000 split between archery programs and Riverside Park programing with each receiving $1,000. Hermann Monument Society is donating $2,000 to the Hermann Monument national historic landmark nomination.
