Bruce Lee Parker, 47, New Ulm, was riding a TotGuard Rider adult commuter electric mountain bike eastbound crossing North Garden St. in a crosswalk by the Holiday station when he collided with a northbound 2017 Dodge Caravan driven by Donna Rose Portner, 69, Winthrop.
