Nicollet Co. board considers ravine erosion proposal

NICOLLET COUNTY — The Nicollet County Board of Commissioners will consider a geotechnical/hydraulic engineering proposal for CSAH 23 ravine erosion on Tuesday, June 8.

Late this spring, highway maintenance personnel discovered significant erosion occurred, and will continue to occur, at the outlet end of a culvert crossing on CSAH 23. Erosion is significant and if not addressed, will continue to encroach on the CSAH 23 embankment and eventually destabilize the embankment.

Gale-Tec Engineering, Inc., of Wayzata phase 1 proposal to do ravine erosion geotechnical/hydraulic analysis and develop several potential remediation measures. The County would select one of the proposed measures and enter into a phase 2 contract with Gale-Tec Engineering and SRF Consulting Group Inc. of Minneapolis to develop final hydraulic and geotechnical engineering evaluations and final plans and specs for the selected repair.

Existing funding options include state aid, R&B reserves, and unspent 2021 budget money.

Commissioners will also consider:

• A David Drown Associates Human Resources Inc. presentation including documents related to posting the Nicollet County Administrator position by management consultant Gary Weiers. The process including profile, job description, salary range and hiring process will be reviewed and approval to move ahead is sought.

• Creating an American Rescue Plan (ARP) Committee to review and plan investment opportunities in Nicollet County. Commissioners will consider appointing Commissioners Morrow and Kemp to the ARP Committee.

• A $1,710 annual Minnesota DNR Boat and Water Safety Grant for county board and water safety.

• Approval of the Minnesota Department of Human Services County Grant Contract, renewing a fraud prevention investigation grant agreement from July 1, 2021 through June 30, 2023. Nicollet County uses up to $80,000 in grants in each of the fiscal years to fund a fraud investigator position through the sheriff’s office, embedded in the health and human services department.

• A county attorney update, chairman and commissioner committee reports.
