SE City Council approves real estate ordinances

SLEEPY EYE -- The Sleepy Eye City Council unanimously approved the reading of ordinances to sell lots in the Sleepy Hollow 5th Addition and in the Snow property Tuesday.

The city council approved:

• The first reading of Ordinance 180 to sell Lot 7, Block 4 to Greg and Deb Braulick for $32,000 was called by Councilor Gary Windschitl.

• The second reading of Ordinance 176 to sell Lot 14, Block 1 to Rod and Vickie Schumacher in the Snow First Addition came on a motion by Councilor Doug Pelzel, seconded by Councilor Nate Stevermer.

• The second reading of Ordinance 178 to sell Lots 3, 4, and 5, Sleepy Hollow Fifth Addition to John Pelzel came on Stevermer’s motion, seconded by Christina Andres.

• Resolution 2-2021 for splitting Pelzel’s three lots into five came on Stevermer’s motion, seconded by Scott Krzmarzick.

• A variance application by Brandon and Jessica Kuelbs, 325 Emmerich St. N.E., to allow an eight-foot by 12-foot utility shed that would be over the 1,008 square foot residential zone limit was unanimously denied, motion by Pelzel, seconded by Windschitl.

Brandon Kuelbs said no permit was needed when he bought the shed and that the requirement for one was changed because of him. Kuelbs said the shed matches the neighborhood.

“It’s like lot lines. You can’t go by what you think it is,” said Councilor Windschitl. “I can understand how it happened. But it’s over the allowed amount.”

City Manager Bob Elston said the entire city code is on the City of Sleepy Eye website.

• Dyckman Free Library donations of $250 from Eva Hawk for children’s books, $100 from Amy and Peter Hinrichs in memory of Les Peterson, $50 from Mark Rasmussen for a general memorial, $50 from Jim and Deb Miesen in memory of Les Peterson, $50 from Sheila Schmid as a general donation and $20 from Jane Rasmussen in memory of Les Peterson.

• Jake’s Plumbing of New Ulm license application, motion by Windschitl, seconded by Pelzel.

• A rezoning request by Ramiro Briones to rezone 829 Walnut St. S.W. from residential to business/industrial, motion by Pelzel, seconded by Krzmarzick.

• Tabled a conditional use permit to the March meeting for Dale and Robin Schottle to allow a single family dwelling in the business/industrial zone.

• Setting a CSAH 35/1st Avenue improvement hearing for 7 p.m., Monday, March 8 at the Event Center, motion by Stevermer, seconded by Pelzel.

• Adoption of updated personnel manual and supporting policies including social media, computer use, PTO donations and FMLA policy, motion by Pelzel, seconded by Windschitl.
