Commissioners to consider rural lighting agreement

At TH 14/ CSAH 10 intersection

NEW ULM — Brown County Commissioners will consider a Minnesota Department of Transportation (MnDOT) rural intersection lighting agreement and resolution on Tuesday, June 16.

The highway department plans to improve signage, pavement markings and/or lighting at State Highway/CSAH (County State Aid Highway) intersections in nine District 7 counties using federal safety funds.

Planned improvements include the intersections of TH 14 and CSAH 10 two miles east of Sleepy Eye, and TH 14 and CSAH 11 south, a half-mile east of Essig, in Brown County. Lighting is planned for the CSAH 10 intersection but not the CSAH intersection, according to Nov. 26, 2019 county board action.

Lighting, pavement markings and improved signage would be paid by MnDOT. Brown County would cover maintenance and pay for electricity, estimated at $500 a year at CSAH 10. A knocked down light pole costs about $2,000 to replace, light bulbs are $300 and last about four years.

Commissioners will also consider:

• Awarding tile line replacement contracts on county ditches (CD) 18, 44, 58 & 67. Quotes were sent to 10 drainage contractors. Two bids were received. The ditch inspector recommends the low bid.

• CD 18 in Leavenworth and Stark Townships has open ditch and county tile. Branch 4 west of TH 4 has had multiple washout repairs recently. Tile condition has deteriorated, bringing in a lot of sand into the line. It has about 1,750 feet of 8 inch tile for replacement consideration.

• CD 44 in Albin Township has about 28,300 feet of county tile. The main line west of 260th Street has had multiple washout repairs recently with a significant threat to the roadway. Replacement of 24 inch tile would connect to a previous repair segment and continue for about 850 feet along the roadway.

• CD 58 in Cottonwood, Lake Hanska, Linden and Sigel Townships had about 28,100 feet of open ditch and 25,480 feet of county tile. Branch 5A west of CSAH 13 has had multiple washout repairs recently and has about 2,200 feet of 10 and 18 inch tile. The area is very sandy, causing tiles to shift out of alignment.

• CD 67 in Cottonwood and Sigel Townships has about 14,900 feet of open ditch and 14,000 feet of county tile. Branch 3 has had multiple washouts recently. The area is very sandy, causing sediment to wash into broken tile liens. Branches 3 and 3A replacement consists of about 3,500 feet of 8 to 15 inche tile.

• With the nature of sandy soils, it was requested to either create rock bedding around the tile or plow in the tile to maintain grade. Dual wall tile was planned for structural support to prevent future tile collapses.

Temporary construction easements will be acquired to allow for summer work. Landowners would be compensated for crop damage based on the highway department’s construction easement policy.

• Planning Commission recommendations including a Conditional Use Permit application by Holly Brisk of Knife River on property owned by JMLP Inc. and Home Farm Partnership, Section 34, Home Township, to allow continued use of an existing gravel mining operation including gravel extraction, screening, crushing and a hot mix plant, all in the A-1 Agricultural Protection Zoning District.

• A final plat application filed by Randy Braulick on property owned by Randall & Patricia Braulick and Daniel A. Ibberson, 2.66 acres, Section 32, Home Township. Application is to add land on the south side of the building site, all in the A-1 District.
