SE City Council considers lake improvement project

To act on water park season

SLEEPY EYE — The Sleepy Eye City Council will consider options for a lake improvement project on Tuesday, May 12.

Project goals, according to the Minnesota State University (MSU) Water Resource Center are providing:

• Water quality monitoring in the lake and slough to determine the source of sediment entering the lake.

• Sub-watershed conservation practices using Geographic Information System (GIS) targeting tools.

• A lake management plan based on public input on goals and strategies.

Recommended monitoring site locations include ditches, lake inflows and the City inflow to the slough. A lake outflow may be considered.

MSU Geology Professor Dr. Bryce Hoppie is willing to donate existing autosampling equipment that could cut city project costs considerably.

Project cost estimates range from $16,000 to $45,000.

The city council will also consider:

• Extending Mayor’s Local Emergency Declaration including permitting open meetings to be conducted through phone or other electronic means.

• A resolution awarding the sale of $6,105,000 General Obligation Refunding Bonds Series 2020A, from 2021 through 2036, based on final sale results. Interest rates vary from 4% in 2021 to 2.45% in 2036.

• A three-month liquor license cost rebate due to the pandemic.

• 12th Avenue/St. Mary’s Street and 2020 Street & Utility Project updates from the city engineer.

• Fireworks retail sales permits for Schutz Foods, Janu 4 (Freedom convenience store), and Dairy Queen; and the Sleepy Eye Fire Department July 4 fireworks display.

• A $15,000 city funding request for Home Cemetery. Last year’s appropriation was $10,000; $12,500 was budgeted. Home Cemetery Treasurer Jane Fischer said expenses are up due to road work. There were only two burials last winter.

• Status of the 2020 Sleepy Eye Water Park season.

• Sleepy Hollow 5th Addition lot prices.

• Lighting City Hall and Veteran’s Park trees.

• Calling for an assessment hearing special meeting on Wednesday, May 20.

• The meeting, held on Webex, begins at 7 p.m., Tuesday, May 12.
