AN ORDINANCE

AMENDING THE

CHARTER OF THE

CITY OF NEW ULM

WHEREAS, Pursuant

to Minn. Stat. 410.12,

subd. 7, the Charter

Commission for the

City of New Ulm con-

vened on February 22,

2024, and at such

meeting recommended

that the City Council of

the City of New Ulm

enact a charter amend-

ment by ordinance pur-

suant to which Section

22 of the New Ulm

Charter be amended to

remove the Fire

Department and Police

Department from the

list of departments that

the charter mandates;

and

WHEREAS, the Char-

ter Commission voted

at its February 22,

2024, meeting to for-

ward all recommended

amendments together

to the City Council, and

the City Council re-

ceived the

above-mentioned

recommendation of the

Charter Commission at

the City Council’s April

2, 2024, regular meet-

ing.

NOW THEREFORE,

THE CITY OF NEW

ULM HEREBY OR-

DAINS:

SECTION 1. That the

City Charter for the

City of New Ulm, Sec-

tion 22, Boards, Com-

missions, and Depart-

ments, is hereby

amended as follows

and subsections which

are not proposed to be

amended are omitted):

Section 22. Boards,

Commissions, and

Departments

In addition to the elec-

tive officials of the City,

there shall be a Board

of Health, a Public Util-

ities Commission, a

Human Rights Com-

mission, and a Police

Commission, the du-

ties, powers, and form

of organization of

which shall be as de-

fined herein. There

shall also be the fol-

lowing Departments:

Fire Department, Pol-

ice Department, En-

gineering Department,

Human Resources

Department and Finan-

cial Departments. The

City Council may es-

tablish by ordinance

such additional depart-

ments, boards and

commissions as it

deems appropriate.

SECTION 2. Pursuant

to Minn. Stat. Å’ 410.12,

subd. 7, t his ordinance

shall be effective 90

days after its adoption

and publication.

AMENDING THE

WHEREAS, Pursuant

to Minn. Stat. 410.12,

Section 75. City

Manager – Powers

and Duties.

The City Manager shall

be appointed by the

City Council for an in-

definite period and may

be removed by the

Council in accordance

with the terms of a

valid employment con-

tract, if any, or as an

at-will employee in the

absence of a valid em-

ployment contract. In

the event of removal or

resignation of the City

Manager, the Council

shall immediately take

steps to appoint a suc-

cessor. The City

Manager shall be the

chief administrative of-

ficial of the City, and

shall supervise and

direct the administra-

tion of the City’s affairs

except as otherwise

provided in this Char-

ter, and shall be

responsible to the City

Council for the faithful

discharge of duties.

The City Manager

shall be subject to all

of the provisions of this

Charter, and to such

rules and regulations

consistent therewith as

may from time to time

be adopted by the City

Council. The City

Manager shall have the

following powers and

duties:

Appointment and re-

ORDINANCE NO. 2024-088

CITY OF NEW ULM, BROWN COUNTY, MINNESOTA

AN ORDINANCE AMENDING THE NEW ULM CITY CODE REGARDING SALARIES OF THE MAYOR, COUNCILORS, AND OTHER OFFICALS.

BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF NEW ULM:

SECTION 1 . That Chapter 2: Administration and Procedure, Section 2.21: Salaries of the Mayor and Councilors, of the New Ulm City Code is hereby amended as follows (new material is underlined ; deleted material is lined out ; sections and subsections which are not proposed to be amended are omitted):

Section 2.21. Salaries of the Mayor , and Councilors , and other officials . Salaries of the Mayor , and City Councilors , and other appointed members of City Boards and Commissions shall be determined by the City Council in accordance with the provisions of the City Charter and state statutes.

Effective as of January 1, 2025, the salary of the Mayor shall be $13,500.00 per year; the salary of the City Council President shall be $11,500 per year; the salary for City Council members shall be $10,500.00 per year; and the salary for members of the Public Utilities Commission shall be $7,000.00 per year. Salaries are to be paid out in monthly installments.

SECTION 2. This Ordinance shall take effect and shall be in force thirty (30) days from and after its adoption, approval, and publication.
