NOTICE OF PUBLIC HEARING FOR THE ADOPTION OF BROWN COUNTY ORDINANCE 2022-04
Notice is hereby given that the Board of Com-missioners of Brown County, Minnesota will conduct a Public Hearing at 9:15 a.m., on December 20, 2022, in the Commissioners Room 204 of the Brown County Court-house, 14 S. State Street, New Ulm, MN to receive public comments on the proposed revisions of the fee schedule. Copies of the proposed fee schedule and changes may be viewed at the Brown County Ad-ministration Department during regular business hours, or viewed on the County’s website: www.co.brown.mn.us

SYNOPSIS OF COUNTY BOARD MEETING
November 15, 2022Members present: Borchert, Berg, Windschitl, Simonsen, Veerkamp along with County Administrator Hansen, and County Attorney Hanson. M/Windschitl, S/Simonsen, to accept the Minutes of 11-01-2022 and authorize publication of the Synopsis of same; carried. M/Veerkamp, S/Borchert, to accept the Minutes of the Special Meeting on 11-09-2022 and authorize publication of the Synopsis of same; carried. M/Borchert, S/Berg, to accept and order file the report on the closed session held on 11-01-2022 pursuant to M.S. 13D.03; carried. M/Windschitl, S/Veerkamp, to accept and order filed the October 2022 Monthly Report of Activity for the Brown County Sheriff’s Dept.; carried. M/Borchert, S/Veerkamp, to approve the agreement between Families First of Brown County and Brown County Probation-Brown County Stop Truancy Program in the FY2023 Grant Agreement amount of $25,200; and authorize the Brown County Probation Director to sign said agreement; carried. M/Windschitl, S/Simonsen, to approve the purchase of one (1) ST Imaging ViewScan 4 Digital Micofilm Desktop Reader Printer in the amount of $6,835.00 from RMC Imaging, Inc. to replace the microfilm scanner in the Recorders office; carried. No other quotes were received. M/Windschitl, S/Borchert, to approve the purchase of a 2023 Ford F250 truck from Chuck Spaeth Ford in the amount of $46,741.16, less government discount of $300, less trade-in of unit #4 (2002 Ford F50 Truck) in the amount of $3,000, plus sales tax in the amount of $2,823.68 for a total vehicle cost of $46,264.84; carried 5-0. It is also noted that this quote will replace the quote approved by the County Board on 8-3-2021 as Ford gave notice to the highway department that they are unable to fulfill the order. M/Borchert, S/Simonsen, to accept the updated Met Life Dental insurance premium rate proposal received from National Insurance Services for the contract term January 1, 2023 – December 31, 2024 with monthly rates as follows: Subscriber only $30.20; Subscriber+Spouse $60.40; Subscriber+Child(ren)$92.19; Subscriber+Spouse and Child(ren) $118.70; carried. M/Simonsen, S/Berg, to approve the conditional appointment of Tyler Forrest as a PT Heartland Express Bus Driver (up to 29 hours per week) at the hourly rate of $19.12, Grade IX, Step 1, with an effective hire date to be determined upon completion and receipt of satisfactory results of the pre-employment background checks/screenings; carried 4-0-1, with Borchert abstaining. M/Veerkamp, S/Windschitl, to accept the resignation of Connie Clausen, FT Accounting Technician in the Human Services Dept. effective 11-16-2022, and authorize posting for a vacant FT Accounting Technician position according to policy; carried. M/Windschitl, S/Berg, to acknowledge Jaimee Brand’s acceptance of the Brown County Public Health Director Designee position at the hourly wage of $40.40 (Grade 22, Step 4) effective 11-18-2022, and accept her resignation from the Public Health Supervisor position coinciding with her Director appointment, and authorize to post the vacancy for a FT Public Health Supervisor according to policy; carried. M/Simonsen, S/Veerkamp, to appoint Shawn Wilfahrt as FT Child Support Officer in the Human Services Department at the hourly rate of $24.35 (Grade XIII, Entry) effective 12-2-2022, accept her resignation from the Financial Technician position coinciding with her Child Support Officer appointment, and authorize to post the vacancy for a FT Financial Technician in the Auditor-Treasurer’s Dept. according to policy and union contract; carried. M/Simonsen, S/Borchert, to approve the US Geological Survey Broad Agency Announcement for 3D Elevation Program (3DEP) DOIGFBO230001/G23AS00052 Attachment D Validation of Proposed Funding Partners to partner with the USGS and other Counties from the MN River East Acquisition area to obtain high-quality LiDAR (3D mapping); and approve a funding commitment grant match of $15,000 from Brown County utilizing ARPA funds for said grant match; carried. M/Windschitl, S/Berg, to accept the quote in the amount $19,350 from Prairie Restorations Inc. for 2023 Vegetation Management at Mound Creek Park; carried. Simonsen reported on the County extension meeting; Borchert reported on the Opioid advisory meeting, Public Health director interviews, and BC Evaluation meeting; Berg reported on the Opioid advisory meeting, Highway committee meeting, and Planning and Zoning meeting. Calendars were coordinated for the next two week period. There being no further business, Chairman Berg declared the Meeting adjourned at 12:25 PM.
