1. The Petitioner has filed a lawsuit asking the court to decide paternity, custody, andparenting time of the minor child(ren) listed above in the caption. Petitioner is alsorequesting the Court to establish child support.
2. You must serve upon Petitioner and file with the court a written Answer to the Petition.If Petitioner is requesting child support, you must file a Financial Affidavit along withyour Answer. You must pay the required filing fee. If you cannot afford to pay thefiling fee, you may qualify to have the filing fee waived by the court. You must file anIn Forma Pauperis application with the court and a judge will decide whether you mustpay the fee. All court forms are available from the Court Administrator’s office andon the Court’s website at www.mncourts.gov/
forms. You must serve your Answerand Financial Affidavit upon Petitioner within 21 days of the date you were servedwith this Summons, not counting the day of service. Sealed bids will be received by the Lower Sioux Indian Community in the State of Minnesota, at the office of the Lower Sioux Indian Housing Authority 39257 Reservation Highway 1, PO Box 308, Morton, MN 56270, until 1:30 , December 21, 2021, at which time they will be Publicly opened and read for the furnishing of materials, labor, equipment and skill required for the construction of Site Grading, Utilities, Paving and incidental items in and for said Lower Sioux Indian Community, as is more fully described and set forth in the plans and specifications therefore, which are now on file in the office of KLJ Engineering.
Bids shall be upon cash payment on the following estimated quantities and types of work:
Pavement Removal – 179 SY; Concrete sidewalk – 525 SY; Concrete Paving – 844 SY; Erosion Controls, Earthwork Grading – 8,000 CY; Sand Subbase – 473 CY; Class 5 Gravel – 440 CY; Curb & Gutter – 544 LF; Asphalt Paving – 312 Ton; Watermain & Service – 873 LF; Sanitary Sewer Main and Service – 674 LF; Storm Sewer – 376 LF; and other items identified in the Construction Plans.

All bids will be contained in a sealed envelope, as above provided; plainly marked showing that such envelope contains a bid for the above project. All bids are to be submitted on the basis of cash payment for the work and materials. Each bid shall be accompanied by a bid security in a sum equal to five per cent (5%) of the full amount of the bid in accordance with the Instructions to Bidders. The bid security shall be in the form of a Bid Bond, certified check or cashier’s check payable to the Lower Sioux Indian Community. The bid security is a guarantee that the bidder, if awarded the contract, will enter into a contract for the work described in the contract documents. A contract shall be awarded on the basis of the low bid submitted by a responsible and responsive bidder for the aggregate sum of all bid items. The successful Bidder will be required to furnish Contract Performance and Payment Bonds in the full amount of the contract.work on the improvement will be completed by August 15, 2022.
The Owner reserves the right to reject any and all bids to waive any informality in any bid, to hold all bids for a period not to exceed days from the date of opening bids, and to accept the bid deemed most favorable to the interest of the Owner.
Should the Contractor fail to complete the work within the time required herein or within such extra time as may have been granted by formal extensions of time approved by the Owner, there will be deducted from any amount due the Contractor the sum of $1,000.00 per day and every day that the completion of the work is delayed. The Contractor and his surety will be liable for any excess. Such payment will be as and for liquidated damages.
The work to be performed under the contract is subject to section 7(b) of the Indian Self Determination and Education Assistance Act (25 U.S.C. 450e(b)). Section 7(b) requires that to the greatest extent feasible (i) preference and opportunities for training and employment shall be given to Indians, and (ii) preference in the award of contracts and subcontracts shall be given to Indian organizations or Indian-owned economic enterprises.
Byrd Anti-Lobbying Amendment (31 U.S.C. 1352). Contractors that apply or bid for an award exceeding $100,000 must file the required certification. Each tier certifies to the tier above that it will not and has not used Federal appropriated funds to pay any person or organization for influencing or attempting to influence an officer or employee of any agency, a member of Congress, officer of employee of Congress, or an employee of a member of Congress in connection with obtaining any Federal contract, grant or any other award covered by 31 U.S.C. 1352. Each tier must also disclose any lobbying with non-federal funds that takes place in connection with obtaining any Federal award. Such disclosures are forwarded from tier to tier up to the non-federal award.

It is Ordered and Notice is given that on January 3, 2022, at 2:00 p.m., a hearing will be held in this Court at 14 South State Street, New Ulm, Minnesota, or via virtual means, for the adjudication of intestacy and determination of heirship of the Decedent, and for the appointment of Christina Frederickson, whose address is 1784 Lydia Avenue West, Roseville, Minnesota 55113, as Personal Representative of the Estate of the Decedent in and UNSUPERVISED administration. Any objections to the petition must be filed with the Court prior to or raised at the hearing. If proper and if no objections are filed or raised, the Personal Representative will be appointed with full power to administer the Estate, including the power to collect all assets, to pay all legal debts, claims, taxes and expenses, to sell real and personal property, and to do all necessary acts fro the Estate. HEARING WILL BE HELD VIA ZOOM
Notice is also given that (subject to Minnesota Statutes section 524.3-801) all creditors having claims against the Estate are required to present the claims to the Personal Representative or to the Court Administrator within four months after the date of this Notice or the claims will be barred.
