Request for Bids

The Brown County Sheriff’s Office is seeking bids for a food service contract for its 56 bed adult detention facility with an average daily population (ADP) of 20 inmates. Bids must be received no later than 9:00 AM on October 5, 2020 with the contract awarded on October 6, 2020. Please submit bids/proposals to Brown County Sheriff’s Office, ATTENTION: Captain Steve Appel, 15 S. Washington St., PO Box 877, New Ulm, MN 56073. Specifications in part include the following:

1) Proposed bids must be submitted in a cost-per-meal based on the following sliding scale–

00-20 meals served

21-25 meals served

26-30 meals served

31-35 meals served

36-40 meals served

41-45 meals served

46-50 meals served

51-55 meals served

56 and above meals served

2) Inmates will be fed 3 times per day 365 days per year including holidays, with a minimum of 2 hot meals per day.

3) Vendor must also be able to provide cold lunches for inmates on work-release programs.

4) Menus will be on a 4 (four) week cycle.

5) Food service to the Brown County jail must meet the requirements of the MN Dept. of Corrections 2911 Rules governing jail facilities.

6) Handling of food service must comply with the MN Dept. of Health regulations.

7) Contract duration must be a minimum of 3 years.

8) Meals maybe prepared on or off jail site. If prepared off site vendor is responsible to deliver and pick up meal items from jail as per jail schedule.

9) If the meals are prepared on site, the vendor will provide any equipment necessary in addition to what is currently in place in the kitchen.

10) Brown County does not provide inmate labor for kitchen work.

11) Proposals must include pay scale for kitchen staff. Brown county reserves the right to reject any or all bid proposals and to waive formalities therein and to select the bid deemed the most advantageous to Brown county.
