Court proceedings

Brown County District Court

• Kevin Leroy Anderson, 63, New Ulm, was charged Jan. 19 with felony fifth-degree drug possession-not small amount marijuana and misdemeanor driver must carry proof of insurance when operating vehicle.

According to court documents, New Ulm Police K9 Patrolman Andrew Kuester was traveling westbound on Highway 14 near the Palmer Ave. intersection at 9:59 p.m. Dec. 22 when he saw a 1997 Black Ford F150 with an in-operational middle brake light. Officer Kuester stopped the vehicle at the intersection of Highway 14 and CR 12 and identified the driver as Anderson who had two large knives on his right hip and could not provide insurance information.

Searching the vehicle, Officer Kuester found an open package of suspected green leaf marijuana in the driver’s door, inside a “dugout” device commonly used to hold marijuana and a pipe to smoke it. Officer Kuester also found a glass pipe with a white substance coating the handle, recognized as being used to smoke methamphetamine. The pipe NIK tested positive for methamphetamine. A baggie that weighed .55 grams with packaging NIK tested positive for meth.

• Loren Charles Guggisberg, 60, New Ulm was charged with gross misdemeanor motor vehicle registration-intent to escape tax Jan. 22. According to the complaint, New Ulm Police Officer Greg Miller was westbound on Center Street at 8 a.m. Dec. 10 approaching Highland Avenue when he saw a trailer just west of the intersection, parked on the side of the road. Part of the left side of the trailer was over the fog line and in the traffic lane. The trailer had 2020 registration with a 2024 registration sticker on a license plate.

Officer Miller noticed the registration sticker did not have a barcode and the number sequence did not look like stickers he saw in the past.
