• Cameron Ryan Randolph, 21, Sanborn, was charged with gross misdemeanor DWI-refuse to submit to chemical test and misdemeanor DWI Jan. 18. A Zoom hearing was set for 11 a.m. Jan. 22.

According to court documents, Springfield Police Sgt. Sierra Theis saw a silver car heading south on O’Connell Avenue and turn right onto Central Street on Jan. 17. Sgt. Theis measured the vehicle’s speed at 48 mph in a 30 mph zone. The suspect vehicle crossed the center line, then on the road shoulder, stopped at Central and Highway 14 and turned left onto Highway 14, accelerating quickly. The suspect vehicle’s speed was measured at 78 mph in a 60 mph zone, crossed the center and fog lines.

Sgt. Theis stopped the suspect vehicle, identified the driver as Randolph and noticed intoxication clues on him. He failed field sobriety tests, refused to submit to a preliminary breath test and was arrested for driving under the influence and transported to the Brown County Jail. Randolph refused to provide a breath sample at jail.

• Andrew Paul Kitzberger, 44, New Ulm, was charged with two counts of gross misdemeanor third-degree DWI-.08 or greater-one aggravating factor. A Zoom hearing was set for 9:30 a.m. Jan. 30.

According to court documents, Brown County Dispatch advised New Ulm Police of a driving complaint involving a possibly intoxicated driver at 7:48 p.m. Jan. 13. The complainant said her 13-year-old daughter, hereinafter the “juvenile” was picked up by Kitzberger and reported to the complainant that Kitzberger smelled like beer and there was an open beer bottle in the vehicle.

The complainant told police Kitzberger’s vehicle, a Mazda, was at Kwik Trip, 1623 N. Broadway. Police went to Kwik Trip and found the Mazda with a man sitting inside and the vehicle running, by gas pumps. Police identified the driver as Kitzberger who opened the front door and police saw an open beer bottle and another beer bottle with the cap on.

Police noticed an alcoholic beverage odor coming from Kitzberger and that he had intoxication clues. He admitted to drinking earlier in the afternoon and that he had a juvenile in the vehicle with him. Kitzberger provided a preliminary breath test that registered .11% and he was arrested for DWI and transported to the Brown County Jail. A Data Master breath test at jail registered .10% within two hours of the traffic stop.

Kitzberger said he was driving his daughter to a friend’s house and that he drank three or four beers earlier.
