• A felony predatory offender failure to register charge was filed July 18, 2023 against Jacob W. Christopher, 21, Willmar. According to court records, New Ulm Police Senior Investigator Moellenhoff conducted a predatory offender check on Christopher June 29, 2023. Investigator Moellenhoff tried calling Christopher to update his photo and verify his registry but Christopher’s phone number was no longer in service.

Going to the listed address in an attempt to contact Christopher, Investigator Moellenhoff learned Christopher moved out two to three months ago and was living in Willmar. Christopher has a secondary address listed in Willmar. The same address is listed for Christopher’s emergency contact, a witness.

Investigator Moellenhoff contacted the witness and was initially told Christopher just moved, but later the witness said he moved a month ago. The witness provided Christopher’s current cell phone number.

Investigator Moellenhoff phoned Christopher who confirmed he moved away two months ago and was aware he is required to change his registry any time his address, phone or employment change.
