Members present: Seeboth, Berg, Dove, Lochner, and Potter (excused until 10:00 AM), along with Administrator Enter and County Attorney Hinnenthal.

M/Berg, S/Lochner, to accept the Minutes of 7-27-10 and authorize publication of the Synopsis of same, carried.

M/Lochner, S/Dove, to schedule a Closed Session for labor negotiation strategy planning to be held in the Commissioners Room 204 of the Brown County Courthouse, New Ulm, MN at approximately 9:40 AM this date 8-3-10 for the two (2) AFSCME Collective Bargaining Units (Courthouse and Highway) pursuant to MS 13D.03, carried.

M/Berg, S/Dove, to authorize the payment of General Government claims in the amount of $146,653.44, carried.

M/Berg, S/Lochner, to approve one (1) Drainage Ditch Repair request, carried.

M/Dove, S/Lochner, to approve and authorize the Board Chairman, County Administrator, and County Auditor/Treasurer to sign the Letter of Compliance dated 8-2-10 to the MN Office of the State Auditor regarding audit of the financial statements of Brown County as of 12-31-09 and for the year then ended, carried.

M/Lochner, S/Berg, to give preliminary approval to the 2011 budget for the Veterans Service Office in the amount of $123,327 (net amount of $113,327) and the Soldiers Rest in the amount of $9,500 subject to final 2011 county budget adoption, carried.

M/Berg, S/Dove, to authorize the purchase of eleven (11) cemetery plots from New Ulm City Cemetery-Soldiers Rest Section at a cost of $600 each for a total amount of $6,600, carried, with Seeboth dissenting.

M/Lochner, S/Dove, to accept the resignation of Lisa Barden as FT Social Worker CD/Mental Health for the Family Services Dept. effective 8-6-10, carried.

M/Lochner, S/Berg, to authorize vacation and/or sick donation by Brown County employees to be placed in Sandi Koop's sick bank due to a medical issue: Vacation maximum donation equal to four pay period vacation accruals per employee; Sick 1) Employee must keep a minimum of 160 hours in own balance; 2) Recipient will receive 25% of hours donated, carried.

At 9:35 AM, Chairman Seeboth convened a Closed Session for Labor Negotiation Strategy Planning, pursuant to M.S.13D.03, for the two (2) AFSCME Collective Bargaining Units (Courthouse and Highway). This session was attended by Commissioners Seeboth, Berg, Dove, and Lochner along with County Administrator Enter, County Attorney Hinnenthal, Engineer Stevens, and Personnel Director Crabtree. The Closed Session adjourned at 9:48 AM.

M/Berg, S/Dove, to accept the quote in the amount of $3,914.89 from Maday Motors for the purchase of a Beaver Pro Cab, front wiper, plus labor and tax, for the OHV Teryx 4x4 with MN DNR OHV (ATV) grant funds, carried. An additional quote was received from Maday Motors for a Kawasaki cab, including labor and tax, but not a front wiper.

M/Dove, S/Potter, to accept and file the presentation on Ditch Redetermination in Martin CountyBenefits and Completion Strategies as presented by Martin County Ditch Administrator Deb Mosloski, carried.

M/Potter, S/Dove, to schedule a public hearing at 12:00 noon on Tuesday 8-24-10 in Room 204 of the Brown County Courthouse, New Ulm, MN to consider the request of the City of Springfield for the county to participate in the use of tax abatement to help pay for improvements required for the MAT Industries expansion, carried.

Correspondence C-1 thru C-16 were accepted and filed.

Seeboth reported on the AMC Human Services Policy Committee Meeting; Berg reported on the AMC Environmental Policy Committee Meeting and on the Enterprise North meeting on 8-2-10; Lochner reported on the AMC General Government Policy Committee Meeting and on the Solid Waste Advisory Committee meeting on 7-30-10; Dove reported on Three Rivers RC&D; and Potter reported on an agricultural issues meeting with Congressman Walz earlier this date.

Calendars were coordinated for the next two week period.

There being no further business, Chairman Seeboth adjourned the Meeting at 11:52 AM.
