Commissioners to consider 10-year road, bridge program

NEW ULM — Brown County Commissioners will consider a ten-year road and bridge construction program that was reviewed and discussed on the county’s park & road tour this year.

Changes made are based on current construction costs, bond payments, estimated state aid and wheelage tax, $125,000 local levy construction-and continuation of the Local Option Sales Tax for Transportation.

Commissioners will also consider:

• A resolution authorizing the advance of 2022 regular and municipal construction accounts for projects constructed in 2021. There are sufficient funds available to do this advancing at this time. The maximum amount allowed to be advanced is one year’s allotment.

The current 10-year construction plan estimated the need to advance $1,794,000 in regular state aid and $270,000 in municipal state aid from the 2022 allotment to complete 2021 construction projects. The 10-year construction plan shows the state aid fund balances back to normal in 2022.

• Authorize GEI Consultants to prepare and submit an air quality permit application from the Minnesota Pollution Control Agency (MPCA). The scope of the work is based on the county’s desire to permit the facility and initiate a leachate recirculation system for the active portions of the landfill. Cost estimate is $19,000.

• Explore an opportunity to build a recycling storage facility at the Brown County Sanitary Landfill. Staff did preliminary research on the topic and suggests building a facility on the hayed ground north of the landfill.

• Approving an Information Technology On-Call policy as of Nov. 2020 and include in the IT department budget on-call pay of $60 per holiday, $30 per half holiday and $55 per day per weekend, maximum $110 for entire weekend, with paid work time, according to policy.
