Sealed bids may be delivered to the Office of the Finance Director, Municipal Building, located at 100 North Broadway, New Ulm, Minnesota 56073 prior to the 10:00 A.M. bid opening on TUESDAY, the 28th day of APRIL, 2020. The City will publicly open and read all bids received by the Finance Director immediately thereafter for the furnishing of all labor, tools, equipment, materials and every other article or thing necessary for the complete construction of the following improvement, to-wit:

2020 Utility, Street and Alley Improvements – Group I

Work includes improvements to municipal utilities, streets, alleys, and sidewalks at various locations within the City limits of New Ulm, Minnesota.

All bids must be sealed and marked “2020 Utility, Street and Alley Improvements – Group I” and each and every proposal must be accompanied by a cash deposit, cashier’s check, bid bond or certified checkfor not less than five percent (5%) of the amount of such bid, payable to the City, to be forfeited to the City in case the successful bidder fails to enter into contract and to furnish satisfactory bond within ten (10) days after acceptance of such bid. The bid will remain subject to acceptance for 45 days after the day of bid opening. The City reserves the right to reject any and all bids.

The plans and specifications prepared by the City Engineer are on file and may be examined at the City Engineer’s Office. Taxilane Pavement Reconstruction

NOTICE OF PROPOSED PLANS, SPECIFICATIONS, FORM OF CONTRACT AND ESTIMATED COST OF IMPROVEMENTS FOR THE TAXILANE PAVEMENT RECONSTRUCTION, FAA AIP PROJECT NO. AIP 3-27-0070-16-20 AT THE NEW ULM MUNICIPAL AIRPORT AND THE TAKING OF BIDS FOR SAID IMPROVEMENTS.

Sealed bid proposals for the Taxilane Pavement Reconstruction project at the New Ulm Municipal Airport will be received by the City of New Ulm, Minnesota (Owner) Finance Director at the City Hall Council Chambers, 100 North Broadway, New Ulm, Minnesota 56073, until 10:30 a.m. CDT on Tuesday, April 28th, 2020, and will be publicly opened and read aloud immediately thereafter by the City.

The right is reserved, as the interest of the City of New Ulm, Minnesota may require, to reject all bids, to waive irregularities and informalities in bids received and to accept or reject any bid. Award of contract may take until the end of the 2020 Federal Fiscal Year (FFY), which runs through September 30th, 2020; therefore, the Contractor shall be required to honor prices through this period.

A pre-bid meeting will be held on Tuesday, April 14th, 2020 at 1:00 p.m. CDT via conference call only. The meeting materials and call in number will be distributed to all plan holders prior to the pre-bid meeting.

Each bid proposal shall be made out on the form furnished by the City of New Ulm, Minnesota and obtained from Mead & Hunt, Inc., 7900 International Plaza, Suite 980. Bloomington, MN 55425, Phone: 952-941-5619, and must be accompanied in a separate sealed envelope by either certified check drawn on a solvent Minnesota bank, a bid bond executed by a corporation authorized to contract as a surety in the State of Minnesota, or a share draft drawn on a solvent Minnesota credit union, in an amount not less than 5% of the bid amount. The bid security should be made payable to the “City of New Ulm, Minnesota” and must not contain any conditions either in the body or as an endorsement thereon. The bid security shall be forfeited to the City of New Ulm, Minnesota as liquidated damages in the event the successful bidder fails or refuses to enter into a contract within ten (10) days after the award of contract and the maintenance of said work, if required, pursuant to the provisions of this notice and other contract documents. The City of New Ulm, Minnesota will accept a bid bond approved by the Minnesota Department of Transportation and/or the United States government.

The successful bidder will be required to furnish separate performance and payment bonds in amounts equal to one hundred percent (100%) of the contract price, said bonds to be issued by a responsible surety approved by the City of New Ulm, Minnesota.

The work under this contract for this construction shall be started within ten (10) days after the “Construction Notice to Proceed” is issued. Work shall be completed within twenty-five (25) working days for the base bid. An additional fifteen (15) working days will be allocated for the alternate bid, resulting in a project total of forty (40) working days.

The following Federal Provisions apply to this bid proposal:

* Buy American Preferences for construction contracts (Title 49 US Code, Chapter 501).

* The provisions of 49 CFR Part 30 – Denial of Public Works Contracts to Suppliers of Goods and Services of Counties That Deny Procurement Market Access to U.S. Contractors (Foreign Trade Restriction). * Minimum wage rates to be paid laborers and mechanics have been determined by the U.S. Department of Labor (DOL Regulation 29 CFR Part 5). * This contract is subject to the provisions of Executive Order 11246 DOL Regulation 41 CFR Part 60 – Affirmative Action to Insure Equal Employment Opportunity. * U.S. Department of Transportation Regulations 49 CFR Part 26 – Disadvantaged Business Enterprise Participation.

* The contractor shall comply with the requirements of 49 CFR Part 29, Government Debarment and Suspension and Government Requirements for Drug-Free Workplace.

The specific requirements for the above Federal Provisions are incorporated by reference and are included in the Federal Requirements section of the Specifications.

The successful bidder will be required to submit a Certification of Non-segregated Facilities and to notify prospective subcontractors of the requirement for such certification where the subcontract exceeds $10,000.

The bidder shall make good faith efforts, as defined in Appendix A of 49 CFR Part 26, Regulations of the Office of Secretary of Transportation, to subcontract 3.15 percent of the total dollar value of the prime contract to small business concerns owned and controlled by socially and economically disadvantaged individuals (Disadvantaged Business Enterprises (DBEs)). The apparent successful bidder will be required to submit information concerning the DBE’s that will participate in this contract. The information shall include the name and address of each DBE, a description of the work to be performed by each named firm, and the dollar value of the contract. If the bidder fails to achieve the contract goal stated herein, it will be required to provide documentation demonstrating that it made good faith efforts in attempting to do so. A bid that fails to meet these requirements will be considered non-responsive.

NOTICE: IMPORTANT INFORMATION REGARDING PROPERTY ASSESSMENTS

Due to Covid -19 the Board of Appeal and Equalization for Milford, Sigel and Cottonwood Townships will meet on April 14, 2020, Milford at 9:00 am, Sigel at 10:00 am and Cottonwood at 11:00 am by teleconference. The purpose of this meeting is to determine whether property in the jurisdiction has been properly valued and classified by the assessor.

Property owners may call 507.233.6606 to be connected to the meeting.

If you believe the value or classification of your property is incorrect, please contact your assessor’s office to discuss your concerns. If you disagree with the valuation or classification after discussing it with your assessor, you may call into the teleconference. The board will review your assessments and make corrections as needed. Generally, you must appeal to the local board before appealing to the county board of appeal and equalization.
