Brown County District Court

• A gross misdemeanor driving after cancellation-inimical to public safety charge and misdemeanor unregistered motor vehicle charges were filed against Michael K. Eng Jr., 54, Tracy. A court appearance was set for July 5.

According to the complaint, Sleepy Eye Police officers Peter McGarry and Elliot Waterbury were on duty at 10:33 p.m. May 6 when they noticed a white van with expired registration. Officer McGarry stopped the suspect vehicle and asked for driver identification, which he said he didn’t have, nor did he have a driver’s license. He later identified himself as Eng.

McGarry ran Eng’s information and found the van had expired registration and was registered to a woman Eng said was his wife. McGarry discovered Eng’s driving status was cancelled.

Waterbury took the number of a rear registration sticker and ran it through dispatch and learned the number belonged to a different vehicle. The vehicle had no front registration sticker.

• A felony fifth-degree marijuana possession charge and arrest warrant was issued June 16 for Anthony M. Kolbe, 33, 518 2nd Ave. S.W., Sleepy Eye. According to the complaint, Sleepy Eye Police investigator Shawn Bohnen was informed at 11:30 a.m. June 13 that Kolbe was just seen at his mother’s residence and police had a warrant for his arrest.

At 11:36 a.m., Bohnen saw Kolbe standing on the sidewalk near 2nd Avenue Southwest. and Main Street West. Sleepy Eye Police Chief Matt Andres arrived to assist. Bohnen exited his vehicle and told Kolbe he was under arrest.

Kolbe denied he was Anthony Kolbe and refused to provide identification but said his birthday was Nov. 23, 1988. Kolbe walked toward the squad car. Bohnen told him he needed to remove his backpack. Kolbe refused, became agitated and returned to the sidewalk.

Brown County Sheriff’s Office deputy Jacob Stueber arrived and tried to show Kolbe a copy of the signed warrant. Kolbe said he was innocent of the charge and didn’t accept the warrant copy and refused to get into the squad vehicle.

A group of officers grabbed Kolbe by his wrists and arms in an escort hold, removed his backpack and handcuffed him.

Andres searched Kolbe and found a small butane lighter and clear, glass pipe that field tested positive for methamphetamine. Kolbe was convicted of a third-degree controlled substance crime July 6, 2020.

• Gross misdemeanor second-degree test refusal and second-degree DWI charges were filed June 16 against Michael J. Swanson, 58, 971 1st St., New Ulm.

According to the complaint, New Ulm Police stopped a vehicle at 1:14 a.m. June 16 near Franklin and 3rd North streets after hearing the vehicle driver rev the engine loudly several times, stop in the middle of 5th Street North, appear to lose power and obstruct the street, travel over the centerline to the opposing traffic lane and turn onto Franklin St. without using a turn signal.

Police identified the driver as Swanson by his California ID card and learned his driving privileges were currently revoked. Police noticed alcohol impairment clues. Swanson admitted consuming a shot of alcohol at Smiley’s Tavern before driving.

Swanson refused to submit to field sobriety and preliminary breath tests. He was arrested and transported to the law enforcement center while acting in a belligerent manner, threatening officers and not cooperating with a DWI investigation.

Swanson tried to contact an attorney, verbally agreed to provide a breath sample but interfered with the testing process. He had two prior qualified impaired loss of driving license convictions on June 23, 2019, and July 19, 2021, the latter involving an incident pending trial in Sibley County.

• A felony predatory offender-knowingly fails to fulfill registration requirement charge was filed June 16 on Stacey F. Veerkamp, 46, 121 Remmele St. S.E., Sleepy Eye. Court was set for June 17.

Police learned on June 16 that Veerkamp was staying at the Colonial Inn, 1315 N. Broadway, New Ulm, and a welfare check was requested. Sgt. Brady Murphy learned from Investigator Chris Moellenhoff that Veerkamp’s current registration was at a Sleepy Eye residence.

Murphy went to the Colonial Inn and arrested him. Veerkamp’s Minnesota Department of Corrections agent told Murphy Veerkamp told him he would be staying at the Colonial Inn. Veerkamp failed to physically report to probation or the law enforcement center to report his address change. He was convicted of a similar offense on April 15 in Brown County Court.
