I'd say Arden Hills. Allows the most potential development. (Most new job potential, with all the tax revenue to go along with the income AND land improvement.) All while cleaning up a toxic site.
Most feasible? That, I don't know.

Shakopee is an inspired location. Pro football and gambling go together perfectly: sleazy and repetitive, with predictable losses.
