Should the city charter be changed to move control of the New Ulm Police Department from the mayor to the city manager?

If they change the city charter what is the point of a mayor for the City of New Ulm. Tapping the keg for Oktoberfest would be all that is left for him to do. In my opinion, what they should change is that the city manager position should be an elected office along with the city attorney, because I would vote both of them out.

At least the mayor's position isn't as permanent. Seems to me that a city manager could have more of an agenda or work things in his favor even more so than a mayor.
