This is America, dagnabbit! Where real Americans speak American to other real Americans. I don't think we should even call it English, because the English are foreigners and we don't want to speak a foreign language in our own country even if it is the language we speak, here. We should call it "Americanish". So, speak Americanish or go back to wherever you came from--Minneapolis, or Duluth, or even Canada.
If you raise taxes Delmonte, Swift, or Tony Downs all they will do is pass it on by raising their prices so we consumers end up footing the bill. I believe the people that would most benefit from a service should be the ones that should pay for it. If non-english speakers need to improve on their english speaking skills they should pay for it themselves. I paid my own way through school they should do the same. If they can better grasp our language it improves their chances of getting a better paying job.
Companies like DelMonte, Swift and Tony Downs can afford more taxes. These companies recruit migrant workers to hold down wages. If they don't want to pay middle class wages and benefits like they once did, then they can pay the taxes for the government to support them.
I don't know if you've notice lately, but these immigrant workers still go to the doctor from time to time. Guess who pays for that? Maybe the companies who brought them here should.

Yes, but only for the purposes of saying what language the State of Minnesota will do business in. Feel free to speak whatever language you want, but if you want to do business with the State in another language, you'll need to find an interpreter.
That being said, ESL classes should continue to be made available to those who wish to sharpen their English skills. I've heard in the past that these classes tend to fill up. Perhaps we could hire more ESL instructors and fund that with a tax on companies who hire large amounts of immigrant workers, such as DelMonte, Tony Downs, Swift, etc. The State should not have to take the financial hit when these companies are looking for cheap labor.
