NEW ULM - The New Ulm Planning Commission approved changes to the city's noise ordinance and a Conditional Use Permit for a fence at New Ulm Steel and Recycling at its Thursday meeting.
A public hearing on the change in the noise ordinance drew no objections.
The need to change the ordinance came in response to noise complaints at the recycling business, which is located at 218 19th South. A shredding operation generated noise in excess of the city's ordinance last year. A review of ordinances in other communities determined that New Ulm's ordinance was more restrictive. The City Council chose to revise the city's noise ordinance to be in line with the standard used by Minnesota Pollution Control Agency (MPCA).
The Planning Commission also approved a Conditional Use Permit request from Josh Luneburg on behalf of New Ulm Steel and Recycling to place a 12-foot high fence on the property. The business was previously approved to construct an 8-foot fence in December. This additional height may reduce sound transfer.
The recommendations of the Planning Commission will be forwarded to the City Council for a final decision at its May 6 meeting.
A Conditional Use Permit submitted by James Kretsch on behalf of Eagle Development was approved. The permit will allow an apartment complex to be built at 123 S. Minnesota St. Kretsch had previously requested and received a CUP for an apartment building at 103-119 S. Minnesota St.
The amended request moved the apartment building 83 feet to the south towards 2nd South Street. The 39-unit apartment building will be three stories tall and offer on-site parking. Off street parking will also be available, in compliance with City standards.
In another action, the Commission approved:
An application from Garrett Meyer to divide a residential lot at 901 S. Valley Street.
An application from Scott Krueger on behalf of Bondal, Inc. for two simple lot divisions at 304-312 16th South Street in the General Industrial District. Two lots will be divided into three parcels for a total of six parcels. Anticipated use of the property will be storage buildings.
