NEW ULM - The New Ulm City Council adopted the Brown County All-Hazard Mitigation Plan Tuesday in a short meeting at New Ulm City Hall.
The all-hazard mitigation plan was developed by Brown County to initiate a county-wide plan for dealing with a wide variety of hazards. These dangerous situations range from tornadoes and flooding to chemical spills, epidemics, and acts of terrorism. Each has been assigned a probability factor and sets plans and protocols for how the county and other jurisdictions will respond.
With all jurisdictions in the county signing on to the plan, the county becomes eligible for Federal Emergency Management Agency (FEMA) hazard mitigation grants in case of an incident.
In other action, the council:
Approved an ordinance amending the city code to rezone a portion of the Fairhills Second Addition and the Maplewood Drive First Addition from R-A zoning (Agricultural Residence District) to R-1 (Single Family Residence District).
Approved an ordinance change revising the city's Schedule of Fees. The changes include a few corrections and minor changes in the city's fee schedule.
The most significant change is parking violations, where penalties for parking in a no-parking zone, a restricted zone, left side parking or over 24-hour parking will change from $5, $10 and $20 for first, second and third violations to $20, $25 and $30.
Approved a change in the Development Purchase Agreement between the city and Eagle Development, which is building a 39-unit apartment building on South Minnesota Street. The change will reset the closing date from Dec. 1, 2013, to July 1, 2014. It will allow Eagle Development to complete environmental studies of the property next spring.
Set a hearing date to amend the final assessment roll for the Minnesota River Levee Project to revise the list for one property that had been mislabeled in the original list. The hearing will be held Dec. 17 at 5 p.m.
