NEW ULM - Brown County commissioners will take testimony and consider approving 60 recommended 2013 ditch system assessments/liens or make changes accordingly at 9 a.m., Tuesday, Nov. 20.
Assessments/liens range from $1,000 for Judicial Ditch 18 to $34,000 for county Ditch 71. If ditch assessments for one ditch system are under $1,000 per parcel, the amount goes on the tax statement for that year, according to the Request for Board Action (RBA).
For assessments from $1,001-$2,999, letters are sent to the property owner giving them the option of a three-year ditch lien at a set interest rate and a $46 filing fee is added.
For assessments of $3,000 and more, letters are sent to owners giving them the option of a five-year ditch lien at a set interest rate plus a $46 filing fee.
In other action, commissioners will consider:
Six drainage ditch maintenance repair requests in Sigel, Stark, Prairieville, Home and Linden townships.
Final acceptance and final payment of $23,615 to Baier Construction for County Drainage Ditch 54 in Stately Township. According to the RBA, a section of County Ditch 54 was rerouted as part of a wetland restoration project supported by the Minnesota Board of Water & Soil Resources (BWSR).
It was found that a 10-inch corrugated tile installed as part of the project collapsed in several locations, restricting water flow. The BWSR agreed to pay for a new, stronger tile line, drew up plans and submitted them to the County. A bill will be sent to BWSR for reimbursement.
Cleaning out the open ditch portion of County Ditch 3 in Stark and Sigel townships due to sloughs and silting over the years. Landowners asked that the ditch be inspected, according to the RBA. Clean out of the 12,000-foot long open ditch was estimated at $18,000.
Authorization to sell old radios that can be narrow banded and used by agencies that went narrow band instead of ARMER. Radios that cannot be narrow-banded will be sold or disposed of on a website such as MinnBid (State of Minnesota Surplus Services).
Planning Commission recommendations including a 10-year Flying Dutchmen Conditional Use Permit in Cottonwood Township for the annual hill climb, road run and flat track race events and Saturday and/or Sunday, from 9 a.m. to 8 p.m.; and preliminary plat single-lot splits in Linden, Lake Hanska and Bashaw townships.
A resolution for the Middle Minnesota Septic Loan Program and authorize the Board Chairman and County Administrator to sign the sponsor of the General Obligation Note as required by the Minnesota Pollution Control Agency.
Updated documents will be brought to the County Board on Tuesday, Nov. 27, 2012; or agree to obligate county funds as loan dollars towards updating failing septic systems this year or in the future as needed.
