NEW ULM The Brown County Board approved a new contract for 2013 for detoxification services with the Brown County Evaluation Center, Inc. on Tuesday.
The service will continue at the same rate of $340 per day. However, several cost savings actions will be made by the detox center to break even with the cost. The cost of incoming cash shortfall, which caused the center to dip into $23,000 of its reserves last year, is due to the reduced number of clients at the facility. There were 3,600 client days in 2008 compared to the current estimate of 2,800 days for 2012. Cost saving actions will be implemented, including organizing the replacement of retiring supervisor.
The Board also approved changes to the 2013 Personnel Policy, including a redesign of the Employee Performance Appraisal Form. Brown County Human Resources Director Melissa Tietel said the current form is long and leads to considerable confusion among workers. The form gives higher numbers if somebody did well while supervising a project. She said that Brown County employees who get this score may get a lower score the next year despite doing well because they were no longer heading a project. She said the lower score did not reflect a poor performance, but it still created unnecessary anxiety among workers whose numbers drop.
The new layout has only two pages with evaluation components that can be tailored to the specific departments or types of work. Tietel said the new layout will make it easier to track the performance of employees and make it easier to understand how they were evaluated.
