SYNOPSIS OF COUNTY BOARD MEETING
October 26, 2010
Members present: Seeboth, Berg, Lochner, and
Potter along with Lay Board Members Kuster
and Mohr. Also in attendance were Administrator
Enter, Assistant County Attorney Berg, and
Family Services Director Henderson.
The County Board observed a moment
of silence in memory of Commissioner Virgil
Wellner, who served as the District 5 Brown
County Commissioner from 1972-1990 and who
passed away on 10-23-10.
M/Berg, S/Potter, to accept the Minutes of 10-
19-10 and authorize publication of the Synopsis
of same, carried.
M/Lochner, S/Potter, to accept and file the
Annual Child Support Program Statistics Reports
for SFY 2009 and 2010, carried.
M/Berg, S/Lochner, to accept and file the
state-wide Child Maltreatment Reports for 2009,
carried.
M/Berg, S/Potter, to approve the Home and
Community-Based Waiver Services Contract
with Oak Hills Living Center Home Care to
provide elderly waiver and alternative care
program services to county residents effective
11-1-10 thru 12-31-11, carried.
M/Potter, S/Lochner, to approve the Home
and Community-Based Waiver Services Contract
Amendment extension from 10-1-10 through
12-31-10 with Greater MN Family Services for
the Connection Home CADI Waiver Contract,
carried.
M/Lochner, S/Seeboth, to accept and file the
Social Service Case Actions Listing for Sept.
2010, carried.
M/Lochner, S/Seeboth, to authorize payment
of Family Services administrative claims in the
amount of $1,616.66, carried.
M/Berg, S/Lochner, to accept Family Services
Consent Agenda Items #1 thru #8, carried.
M/Potter, S/Berg, to approve the Rezoning
Permit Application #R-00009 by Gerald Turbes &
Larry Stoesz (owner) on property described as L1
B1 Seed Center Subdivision in Gvm't Lot 8 in the
SW4 of NW4, Sec. 19-T108N-R30W, Linden Twp.
for the purpose of rezoning to A-1 Agricultural
Zoning District to allow for construction of a new
single family home, a use currently prohibited in
the I-1 Limited Industry Zoning District, carried.
M/Lochner, S/Potter, to approve raising the
Brown County Landfill tipping fee from $14.25
to $14.75 per cubic yard effective 1-1-11 as
recommended by the Brown County Solid Waste
Advisory Commission, carried.
M/Berg, S/Seeboth, to accept and file the
Sentence to Service and Juvenile Crew Quarterly
Report for the period of 7-1-10 thru 9-30-10, the
verbal report on the current wood project, and
STS for-profit/non-profit projects, carried.
M/Lochner, S/Potter, to approve regular
employee status for Landon Weckwerth, Support
Enforcement Aide, carried.
M/Berg, S/Lochner, to approve the
appointment of John Knisley as the FT
Recycling/Water Plan/Wetland Administrator for
the Planning & Zoning Dept. at the annual salary
of $42,077.00 (Grade XIII, Step 3) contingent on
passage of pre-placement physical and with a
projected start date of 11-15-10, carried.
M/Potter, S/Lochner, to approve the
designation of Citizens Bank Minnesota as the
County's main depository of public funds for a five
year period beginning 1-1-11. After considerable
discussion, the motion was withdrawn by Potter
and the second to the motion was withdrawn
by Lochner. Thereafter, M/Potter, S/Lochner,
to table consideration of the designation of the
County's main depository of public funds for a
five year period beginning 1-1-11 until the 11-
2-10 Board meeting to allow time to pursue
clarification of the cost if any to allow Family
Services to continue to complete bank deposits
rather than scanning checks for deposit in the
Banking Services pending five year contract,
motion to table carried.
M/Potter, S/Lochner, to accept and file the
2010 3rd Quarter Budget Report (Cash Basis
and Unaudited) which reflects activity at 75.0%
of the budget year as follows: Expenditures
of $20,429,343.25 or 71.9% and Revenues
of $19,294,034.27 or 67.9%; and the 2010 3rd
Quarter Supplemental Budgets Report noting
expenditures of $984,851.87 or 53.1%, and
revenues of $906,140.39 or 48.5% of annual
budgeted activity, carried.
M/Berg, S/Potter, to appoint Commissioner
Lochner to serve as Brown County Alternate
Voting Delegate for the Minnesota Counties
Intergovernmental Trust (MCIT) Annual Meeting
on 12-6-10, carried.
Correspondence C-1 thru C-8 were accepted
and filed.
Berg and Lochner reported on Sioux Trails
Mental Health Center matters; and Potter
reported on the Brown SWCD meeting on 10-25-
10.
Calendars were coordinated for the next two
week period.
There being no further business, Chairman
Seeboth adjourned the Meeting at 11:40 AM.
