Drainage Ditch Repair requests, carried.
M/Potter, S/Lochner, to approve Res. No.
2010-34 adopting revisions to the Brown
County Investment Policy Section VI. Investment
Parameters regarding maximum maturities which
extends the potential investment term from 5 to
10 years and the statement on diversification
to reflect the new cash management contract,
carried.
M/Berg, S/Potter, to approve the appointment
of Melissa Tietl as the FT Personnel Director at
the annual salary of $50,135.00 (Grade XVII, Step
2) contingent on passage of the pre-placement
physical and with a projected start date of 1-3-11,
carried.
M/Lochner, S/Potter, to approve the
appointment of Joshua Steinbrecher as an
Assistant Brown County Attorney on an unpaid
status effective 11-16-10, carried.
M/Potter, S/Lochner, to accept and file the
October 2010 Budget Report (Cash Basis and
Unaudited) which reflects activity at 83.3%
of the budget year as follows: expenditures
of $22,747,523.32 or 80.0%, and revenues of
$19,248,720.82 or 69.0%; and the October
2010 Supplemental Budgets Report noting
expenditures of $1,078,602.41 or 58.1%, and
revenues of $1,127,824.66 or 60.4% of annual
budgeted activity, carried.
M/Berg, S/Potter, to approve the Language
Assistance Plan for Brown County Heartland
Express to provide public transit services without
discrimination to all persons, including those who
are not proficient in speaking English, carried.
M/Berg, S/Seeboth, to approve per M.S.
631.425 Subd. 5(1) an increase in the Huber work
release fee from $20/day to $22/day effective
1-1-11, and an increase in the out of county
sentenced Huber fee from $40/day to $44/day
effective 1-1-11, carried.
M/Lochner, S/Berg, to accept and file the
October 2010 Monthly Reports of Activity for the
Brown County Sheriff's Dept, carried.
After a power point presentation that provided
an overview of the major aspects of the project,
M/Berg, S/Lochner, to approve the Certificate of
Final Completion and Acceptance with respect to
the Facility Infrastructure and Energy Efficiency
Improvement Project, Trane Project No. S343960,
carried.
M/Lochner, S/Potter, to approve the
Conditional Use Permit (CUP) App. #C-00273 by
Jeff Berg for Sigel Repair (James & Wendy Berg
owner) on property described as NW4 of SE4, Sec.
36T110NR31W, Sigel Twp., for the purpose of
allowing the use of an existing machine shed for
a mechanic repair shop for auto, semi and farm
equipment, with two (2) conditions listed, carried.

Berkner owner) on property described as Lot B of

(4) conditions listed, carried.

App. # C-00269 by Todd & Maureen and Terry
& Michelle Heiderscheidt (Heiderscheidt Digging

App. # C-00264 by Raymond & Janet Seifert
on property described as W2 of the SW4, Sec.
4-T109N-R31W, Sigel Twp. & parts of the NW4,
Sec. 4-T109N-R31W, Milford Twp., for the
purpose of renewing CUP #C-00173 for existing
gravel mining & extraction operation to include
crushing, screening and a hot mix plant as
needed, with three (3) conditions listed, carried.
M/Berg, S/Lochner, to approve the Final Plat
#P-00121 a single lot split by Frederick Tauer
known as Tauer's Third Subd., on property
described as part of the NE4 Sec. 23T109N
R33W, Leavenworth Twp. Property being platted
is currently a single building site to be split to
allow sale of CRP land proposed south line to
follow CRP, carried.
M/Potter, S/Lochner, to approve the FY
2011 State of MN Board of Water and Soil
Resources Feedlot Water Quality Management
Grant Agreement in the amount of $56,525.00;
designate the Assistant Zoning Administrator as
the authorized representative for this grant; and
authorize the Brown County Board Chairman to
sign same on behalf of Brown County, carried.
M/Lochner, S/Potter, to authorize the payment
of Family Services Administrative claims in the
amount of $112,736.70, carried.
Chairman Seeboth convened a Closed
Session to consider Social Services Payments,
whereupon M/Lochner, S/Seeboth, to authorize
the payment of Social Services payments in the
amount of $189,262.35, carried. The Closed
Session ended at 11:00 AM.
M/Lochner, S/Berg, to renew the Contract
with Presentation College to provide clinical
experience for nursing students in Public Health
for the 2010-2011 academic year, carried.
M/Berg, S/Lochner, to accept and file the
following Public Health Update: The Public Health
Standards; School Based Influenza Vaccine Clinic
Update; Seasonal Influenza Vaccine Campaign;
Lead Testing Campaign; Staff Changes; Adult
and Adolescent Immunization Campaign; and
Employee Worksite Wellness Survey, carried.
M/Lochner, S/Potter, to approve the
Memorandum of Understanding between Brown
County and Law Enforcement Labor Services,
Inc., Local No. 98 pertaining to the 10-hour shift
schedule for Dispatchers, carried.
Correspondence C-1 thru C-13 was accepted
and filed.
Berg reported on the Enterprise North meeting
on 11-15-10; and with Lochner on the Building
Committee review of the Lake Hanska County
Park residence and on the MVAC meeting on 11-
15-10; Lochner reported on Detox, SCHA, and
with Potter on the Clean Water Partnership; and
Potter reported on the Minnesota River Board
and RCRCA.
Calendars were coordinated for the next two
week period.
