SYNOPSIS OF COUNTY BOARD MEETING

May 4, 2010

Members present: Seeboth, Berg, Dove, Lochner, and Potter, along with Administrator Enter and County Attorney Hinnenthal.

M/Lochner, S/Potter, to accept the Minutes of 4-27-10 and authorize publication of the Synopsis of same, carried.

M/Berg, S/Lochner, to schedule a Closed Session for labor negotiation strategy planning to be held in the Commissioners Room 204 of the Brown County Courthouse, New Ulm, MN at approximately 10:15 AM this date 5-4-10 for the two (2) AFSCME Collective Bargaining Units (Courthouse and Highway) pursuant to MS 13D.03, carried.

M/Berg, S/Potter, to authorize the payment of General Government claims in the amount of $67,753.07, carried.

At 9:04 AM, Auditor/Treasurer Helget provided an update on the JD #30 R&B Joint County Drainage Authority teleconference that was held at 8:15 AM this date 5-4-10 with Brown County Commissioners Lochner and Potter present, and with Redwood County Commissioners Kokesch, Walling, and Schueller participating in the meeting by telephone to discuss the request of Martin Hoffmann for consideration of an easement possibility or repair/replacement of a timber bridge located in Section 25 of Prairieville Township on JD #30 Redwood & Brown. After reviewing various options, the JD#30 R&B Joint County Drainage Authority agreed to continue discussion on this matter at 1:00 PM on 5-11-10 at the Redwood County Commissioners Room in the Redwood County Government Center, Redwood Falls, MN.

M/Berg, S/Seeboth, to accept and file the March 2010 Activity Reports for the Brown County Sheriff's Dept., carried.

M/Lochner, S/Dove, to authorize the Brown County Sheriff's Dept. to apply for a Federal Boating Safety Supplement Grant for boating safety equipment and supplies, carried.

M/Potter, S/Dove, to authorize the Brown County Sheriff's Dept. to apply for a 2010 National Highway Traffic Safety Administration (NHTSA) in-car camera grant for law enforcement, carried. It should be noted the grant would be a local match grant in which the Sheriff's Dept. would contribute up to $300 and the grant could be used to put in-car cameras in squads that currently do not have in-car cameras and are used primary for patrol, not administration.

M/Berg, S/Potter, to award the contract for maintenance striping for 70 miles of roadway to be restriped in 2010 to Traffic Marking Services in the amount of $10.30 for Yellow Paint; $10.35 for White Paint; for a total estimated cost of $32,050.00, carried. Additional bids were received from Swanston Equipment and from AAA Striping.

M/Potter, S/Lochner, to approve Res. No. 2010-14 authorizing the borrowing ahead of town bridge construction funds for a construction project in 2010, carried.

M/Dove, S/Potter, to accept and file the following Highway Dept. Monthly Update: 2010 Construction Projects Plan Update and Maintenance Projects Update, carried.

M/Lochner, S/Dove, to authorize to post the vacancy for two (2) Intermittent Part Time Family Based Service Providers, carried.

M/Lochner, S/Dove, to approve the appointment of Cindy Marti as a Regular Part Time (30 hrs/wk) Assessment Technician for the Assessor Dept. at the hourly rate of $14.8624 (Grade VIII, Step 4) contingent on passage of the pre-placement physical and with a projected start date of 5-17-10, carried.

With Public Health Director Moritz and Family Services Director Henderson present, the County Board reviewed the status of South Country Alliance (SCHA) noting the three counties (Cass, Crow Wing, and Freeborn) have terminated membership in SCHA, which reduces client membership by approximately one-third and reduces county membership to eleven (11) counties. It was noted that the SCHA Board of Directors will hold a special meeting on 5-6-10 to further discuss the organizational status of SCHA.

With Family Services Director Henderson, Sheriff Hoffmann, and Probation Director Schultz present, Commissioners Seeboth, Lochner, and Dove reported on the Juvenile Detention multi-county meeting on 5-3-10 noting that several funding options are being studied in order to continue operations of the Juvenile Detention Center.

M/Berg, S/Lochner, to accept and order filed the report on the status for the required match of the feedlot portion for the Natural Resources Block Grant (NRBG), carried.

M/Potter, S/Berg, to Schedule a Public Hearing for 10:00 AM on Tuesday 6-1-10 in the Commissioners Room 204 of the Brown County Courthouse to address Revisions to Brown County Ordinances administered through the Brown-Nicollet Community Health Board as follows: l) Ordinance Providing for the Regulation of Food and Beverage Establishments; 2) Ordinance Providing for the Regulation of Manufactured Home Parks, Recreational Camping Areas and Youth Camps; 3) Ordinance Providing for the Regulation of Public Swimming; and 4) Ordinance Providing for the Regulation of Lodging Establishments,

carried.

At 10:30 AM, Chairman Seeboth convened a Closed Session for Labor Negotiation Strategy Planning, pursuant to M.S.13D.03, for the two (2) AFSCME Collective Bargaining Units (Courthouse and Highway). This session was attended by Commissioners Seeboth, Berg, Dove, Lochner, and Potter along with County Administrator Enter, County Attorney Hinnenthal, Engineer Stevens, Personnel Director Crabtree, and Attorney Frank Madden via telephone (from 10:31 AM to 10:42 AM). The Closed Session adjourned at 10:53 AM.

Correspondence C-1 thru C-12 were accepted and filed.

Seeboth reported on the Get Motivated Seminar; and Berg reported on the Enterprise North meeting on 5-3-10.

Calendars were coordinated for the next two week period.

There being no further business, Chairman Seeboth adjourned the Meeting at 11:05 AM.
