SYNOPSIS OF COUNTY BOARD MEETING
April 27, 2010
Members present: Seeboth, Berg, Dove, Lochner,
and Potter, along with Lay Board Members Kuster
and Mohr. Also in attendance were Administrator
Enter, Assistant County Attorney Berg, and Family
Services Director Henderson.
M/Lochner, S/Potter, to accept the Minutes of
4-20-10 and authorize publication of the Synopsis
of same, carried.
M/Berg, S/Dove, to schedule a Closed
Session for labor negotiation strategy planning
to be held in the Commissioners Room 204 of
the Brown County Courthouse, New Ulm, MN
at approximately 11:00 AM this date 4-27-10
for the two (2) AFSCME Collective Bargaining
Units (Courthouse and Highway) pursuant to MS
13D.03, carried.
M/Dove, S/Lochner, to accept and file
the Annual Children's Mental Health Advisory
Committee Report, carried.
M/Berg, S/Dove, to accept and file the
Legislative Summary Report on General
Assistance Medical Care (GMAC) Reform and
Coordinated Care Delivery Systems, carried.
M/Berg,S/Potter,toreceiveandorderfiled
the report on the South Country Health Alliance
Organization with no change in Brown County's
membership in SCHA, carried.
M/Lochner,S/Potter,toacceptandfilethe
Social Service Case Actions Listing for March
2010, carried.
M/Potter, S/Lochner, to accept Family Services
Consent Agenda Items #1 thru 10, carried.
At 10:25 AM, Chairman Seeboth convened
a Closed Session to consider Social Services
Payments, whereupon M/Lochner, S/Dove,
to authorize the payment of Social Services
payments in the amount of $3,714.80, carried.
The Closed Session ended at 10:27 AM.
M/Lochner, S/Berg, to approve the School
Health Nursing Service Agreement Budget
Amendment between Brown County Public
Health and New Ulm School District #88 for Non-
Public Schools 2009-2010 School Year, carried.
M/Potter, S/Lochner, to approve Res. No.
2010-13 classifying and setting the sale price for
a tax forfeited parcel in Comfrey, carried.
M/Lochner, S/Dove, to approve the temporary
transfer of $500,000 from the Tax & Penalty Fund
totheRevenueFundtocoveradeficitbalance
and also authorize the transfer back of $500,000
from the Revenue Fund to the Tax & Penalty Fund
on 5-1-10, carried. It was noted this transfer is
based upon projected spending in the Revenue
Fund through the end of the month.
M/Dove, S/Potter, to approve the continuance
of two adult STS Crew Leader positions and
authorize Personnel to advertise to fill the .5
FTE Juvenile Crew Leader position; and request
county staff to examine and report back more
information on several STS program funding
options, carried, with Lochner dissenting.
M/Lochner, S/Dove, to approve to change
Eva Harder, Deputy Recorder/Abstractor, from FT
to Regular PT (24 hrs/wk) and increase the hours
of Barb Weicherding, Deputy Recorder/UCC/VS,
from 30 to 34 to 37.5 hours per week effective
7-12-10, carried.
M/Lochner, S/Potter, to approve the
appointment of Matthew Steffen to the FT MW
II Sleepy Eye position at the annual salary of
$39,380 (Grade XIII, Step 1) being effective 6-1-
10, carried.
M/Berg, S/Dove, to approve to amend the
Brown County Personnel Policy Part XV, Section
2,byeliminatingthefirsttwosentencesofthe
third paragraph of said Section 2, carried.
At 11:13 AM, Chairman Seeboth convened a
Closed Session for Labor Negotiation Strategy
Planning, pursuant to M.S.13D.03, for the two (2)
AFSCME Collective Bargaining Units (Courthouse
and Highway). This session was attended by
Commissioners Seeboth, Berg, Dove, Lochner,
and Potter along with County Administrator
Enter, Assistant County Attorney Berg, Engineer
Stevens, Personnel Director Crabtree, and
Attorney Frank Madden via telephone (at 11:20
AM). The Closed Session adjourned at 11:28
AM.
At 11:30 AM, Chairman Seeboth convened a
Public Hearing on Proposed Revisions to Brown
County Fee Schedule pursuant to MN Statute
373.41. There were two citizens present for the
public hearing. After considering public testimony,
M/Lochner, S/Dove, to adopt the following fee
schedule revisions effective this date 4-26-10:
PLANNING AND ZONING, Compliance Inspection
for Existing Septic System (if not completed by
private sector Compliance Inspector): $600;
Compliance Inspection for New/Replacement
Septic System, 1st No Fee, Every Additional:
$50; Operation Permit for Holding Tanks: $25;
Operation Permit for Other Type 2, 4, & 5 Septic
Systems: $100, carried.
M/Berg, S/Potter, to remove the Septic
Installers Permit Fee in the amount of $10.50
from the county fee schedule, carried.
M/Potter, S/Berg, to remove the fee for Manure
Management Plan preparation by Extension in the
amount of $52.50 from the county fee schedule,
carried.
M/Berg, S/Potter, to authorize a letter with
respect to 2010 and 2011 budget concerns to
organizations receiving an appropriation in 2010
and to certain organizations with membership
dues payable from Brown County for 2010,
carried.
Correspondence C-1 thru C-16 were accepted
andfiled.
Seeboth reported on SHIP; Berg reported on
the Fire Chiefs' meeting on 4-21-10 regarding the
ARMER radio system implementation in Brown
County and on the EMS & South Central Regional
Radio Board meetings on 4-22-10; Lochner and
Dove reported on Sioux Trails and on Juvenile
Detention matters.
Calendars were coordinated for the next two
week period.
There being no further business, Chairman
Seeboth adjourned the Meeting at 12:13 PM.
