SYNOPSIS OF COUNTY BOARD MEETING

April 6, 2010

Members present: Seeboth, Berg, Dove, Lochner,

and Potter, along with Administrator Enter and

County Attorney Hinnenthal.

M/Berg, S/Lochner, to accept the Minutes of

3-23-10 and authorize publication of the Synopsis

of same, carried.

M/Lochner, S/Potter, to authorize the payment

of General Government claims as revised in the

amount of $99,340.83, carried.

M/Berg, S/Dove, to direct Ditch Inspector Holtz

to further research the JD#29 B&R ditch repair

bill in the amount of $1,287.75; to report on the

difference in cost between dual-wall and single-

wall tile; and to clarify the extent of the county

ditch system at the repair location, carried.

Auditor/Treasurer Helget presented a Judicial

Ditch drainage payment request from Redwood

County for the Brown County share of cross

county drainage ditch expenses for the year

2009. M/Lochner, S/Potter, to set aside the

payment request of cross county drainage ditch

expenses from Redwood Co. for the year 2009

pending further information and to schedule a

meeting with representatives of the Brown and

Redwood Co. Boards of Commissioners and

Joint Drainage Ditch Authority to discuss cross-

county administration fees for cross-county ditch

expenses, carried.

M/Berg, S/Lochner, to authorize seven (7)

Drainage Ditch Repair requests, carried.

M/Lochner,S/Potter,toacceptandfilethe

Cash Management/Investment Report through

3-31-10 reflecting an invested balance of

$13,012,094.58 with an average rate of 1.10% on

the CD investments, carried.

M/Lochner, S/Potter, to approve Res. No.

2010-11 regarding review of the description of

proposed lands to be acquired by the State of

MN for water and wildlife conservation purposes

in Mulligan Township, carried. It was noted that

the MN Dept. of Natural Resources plans to post

and manage a 500-foot buffer from the livestock

corral of adjacent landowner Dean Domeier's

farm site as noted in the letter dated 3-24-10

from DNR Regional Wildlife Manager Ken Varland

to Mr. Domeier.

M/Berg, S/Potter, to set the bid letting date for

the SAP 008-605-016, 008-625-005, 008-627-

024 & 008-628-004 Surfacing Projects on CSAH

5fromCSAH17toSpringfield;CSAH25from

CSAH 13 to TH 15; CSAH 27 from CSAH 8 to

Sleepy Eye; and CSAH 28 from the west county

line to TH 68 for 10:00 AM on 5-12-10 in the

Commissioner's Room 204 of the Brown County

Courthouse, carried.

M/Dove, S/Potter, to accept and file the

following Highway Dept. Monthly Update: 2010

Construction Projects Plan Update; Scour

Susceptible Bridge Monitoring; Maintenance

Projects Update, carried.

M/Berg, S/Potter, to approve Res. No. 2010-

12 pertaining to a Joint Powers Agreement Red

Rock Rural Water System 2009-2010 Expansion

Bonding, carried.

M/Potter, S/Lochner, to approve the revised

Joint Powers Agreement for the Red Rock Water

System and to authorize the Chair and County

Administrator to sign said agreement, carried.

M/Potter, S/Berg, to accept the quote received

from Homeland Defense GrantsGovernment

Training, Inc. at $100/hr with a minimum of $500

(fivehours)andmaximumof$1,500(fifteenhours)

for grant writing assistance in the Application of

AssistancetoFirefighterGrantwhichispartofthe

migration to the ARMER 800 MHz system, noting

also that the selection of grant writer assistance

was also based on direct related experience,

carried. Additional quotes were received from the

following: Region Nine Development Commission;

and from Vickers Consulting Services, Inc.

M/Lochner, S/Dove, to schedule a Public

Hearing for 11:15 AM on 4-27-10 to review

proposed fee schedule changes in the Septic

Section of the Brown County Zoning Ordinance,

carried.

M/Lochner, S/Potter, to accept the quote

received in the amount of $3,499.99 (subject to

clarificationofsalestaxamount)fromEcoWater

for a EWS130D (Duplex System) water softner

for replacement of the Lake Hanska County

Park Campground Building water softner,

carried. Additional quotes were received from

the following: Schultz Plumbing & Heating, Inc.

for a Midwest water softner; Berdan Plumbing &

Heating, Inc. for a Novatek 2 tank water softner or

a Novatek 3 tank water softner.

M/Berg, S/Dove, to accept the quote received

in the amount of $2,850.00 (includes sales tax;

plus cost of freight estimated at $75) from Turbes

Construction, Inc. for the replacement of three (3)

Lake Hanska County Park Campground Building

doors and frames, carried. Additional quotes

were received from the following: Kendell Doors

& Hardware, Inc.; Farasyn Construction.

M/Berg, S/Lochner, to accept the quote

received in the amount of $4,290.00 from Kral's

Appliance (plus electrical) to remove old air

conditioner equipment and install a new Goodman

Brand 14 SEER AC with variable speed blower

air handler in the jail tower, understanding that

a $250 utilities rebate is anticipated and that the

project will be funded from the Jail Commissions

account, carried. Additional quotes were received

from the following: Schwickerts for a Carrier with

Condenser 14 SEER AC; Klassen Mechanical,

Inc. for a 1 Ton McQuay 15 SEER system or a 2

Ton Data Aire system.

M/Potter, S/Seeboth, to approve the Annual

County Boat and Water Safety Grant Agreement

#B40893 in the amount of $1,775 for the period of

1-1-10 thru 6-30-11 and to authorize the County

Board Chairman, County Sheriff, and County

Administrator to sign same on behalf of Brown

County, carried.

M/Potter, S/Dove, to accept the quote in

the amount of $4,949.51 from Productive for

the purchase of computer software to allow the

external tape drive to backup the MDT server data

which includes Dispatch and 9-1-1 phone calls,

with funding from the E911 account, carried. An

additional quote was received from SHI.

M/Berg, S/Dove, to discontinue Homemaker

Services by the Brown County Public Health

Dept. and give notice to Homemaker employees

of lay-off effective no later than 6-30-10, carried.

M/Lochner, S/Potter, to accept the resignation

of Erin Myhre, FT Financial Worker, effective 4-

9-10 and authorize posting the vacated position

according to policy, carried.

M/Berg, S/Potter, to approve regular

employee status for Brooke Patterson, FT Water

Plan/Recycling Coordinator, carried.

M/Lochner, S/Potter, to accept the resignation

of Amber Roesch, Regular PT (20 hrs/wk)

Juvenile Work Crew Leader effective 4-14-

10 and to appoint Dove and Seeboth as an ad

hoc committee to review options with staff with

respect to the work of the PT Juvenile Work Crew

Leader position, carried.

M/Berg, S/Lochner, to accept the retirement of

Steve Wog, FT MW II for the Highway Dept., on 5-

31-10 and authorize posting the vacated position

internally according to policy/contract, with the

understanding that the Highway Committee is

also requested to review Highway Department

staffinglevels,carried.

M/Berg, S/Lochner, to grant Kami Castleman,

Family Facilitator, up to an additional four week

leave of absence from Brown County Family

Services in excess of the three months granted

under FMLA, carried.

M/Potter, S/Dove, to approve the County

Engineer, Assistant County Engineer,

General Foreman, Accountant/Administrative

Assistant, Clerical Aide, Road & Bridge Safety/

Construction Inspector, Engineering Instrument

Technician, Engineering Aid, Mechanic, Traffic

Sign Technician, MW II, and MW III position

descriptions and refer same to the Personnel

Advisory Committee (PAC) for pointing under the

Rotational Review Process, carried.

Correspondence C-1 thru C-15 were accepted

andfiled.

Berg reported on the AMC Environmental

Policy Committee meeting and on the Enterprise

North meeting on 4-5-10; Potter reported on

the Economic Development meeting on 4-1-10;

Lochner reported on SCHA, Area II, and Juvenile

Detention; Dove reported on RC&D; and Seeboth

reported on the Park Commission meeting on 4-

5-10.

Calendars were coordinated for the next two

week period.

There being no further business, Chairman

Seeboth adjourned the Meeting at 12:22 PM.
