March 16, 2010

Members present: Seeboth, Berg, Dove, Lochner,

and Potter, along with Administrator Enter and

County Attorney Hinnenthal.

M/Lochner, S/Potter, to accept the Minutes of

3-2-10 and authorize publication of the Synopsis

of same, carried.

M/Potter, S/Lochner, to authorize the payment

of General Government claims in the amount of

$194,225.45, carried.

M/Berg,S/Lochner,toacceptandfiletheCash

Management/Investment Report through 2-28-10

reflectinganinvestedbalanceof$13,036,439.55

with an average rate of 1.112% on the CD

investments, carried.

M/Lochner, S/Potter, to authorize the

permanent transfer of $200,000 from the Capital

Improvement Fund 37 to the Revenue Fund 01

as partial funding for the Facility Infrastructure &

EnergyEfficiencyImprovementProject,carried.

on the spring road restrictions for 2010, carried.

M/Lochner, S/Dove, to set the bid letting date

for 2010 seal coat oil for 4-14-10 at 10:00 AM at

2010 Budget Report (Cash Basis and Unaudited)

whichreflectsactivityat16.7%ofthebudget

year as follows: expenditures of $4,148,333.28 or

and the Feb. 2010 Supplemental Budgets Report

noting expenditures of $239,121.44 or 12.9%,

andrevenuesof$128,615.78or6.9%ofannual

budgeted activity, carried.

county Huber work release inmates to be in the

amount of $40/day, carried.

extension to the existing Mound Creek County

Park Fishing Pier in the estimated amount of

M/Lochner, S/Berg, to accept and file the

2010 First Quarter Report for the Brown County

Assessor's Dept. noting an average increase in

tillable land value of 21.1%, carried.

M/Potter, S/Dove, to accept the resignation

of Alice Hillesheim as Regular PT Homemaker

for the Public Health Dept. effective 3-26-10,

carried.

M/Berg, S/Lochner, to approve the

appointment of Angela Gauert to the FT Appraiser

position at the annual salary of $31,472 (Grade

X, Entry) effective 4-1-10 and authorize posting

the vacated Assessment Technician position

as 3?4 time position on a trial basis, with the

understanding that if it doesn't work there would

be the possibility to return it to full time, carried.

M/Berg, S/Potter, to approve the County

Assessor, Deputy Assessor, Senior Appraiser,

Appraiser, Senior Assessment Technician (as

amended), and Assessment Technician position

descriptions and refer same to the Personnel

Advisory Committee (PAC) for pointing under the

Rotational Review Process, carried.

M/Lochner, S/Seeboth, to authorize the

payment of Family Services Administrative claims

intheamountof$126,075.03,carried.

At 11:30 AM, Chairman Seeboth convened

a Closed Session to consider Social Services

Payments, whereupon M/Berg, S/Potter, to

authorize the payment of Social Services

payments in the amount of $240,483.79, carried.

The Closed Session ended at 11:35 AM.

M/Berg, S/Lochner, to accept the quote

received from Treat's Home Center in the total

amount of $3,096.41 (includes sales tax) to

replacethecarpetintheI.T.officesandcomputer

training lab, carried. An additional quote was

received from New Ulm Furniture Co. Inc.

Correspondence C-1 thru C-22 were accepted

andfiled.

Calendars were coordinated for the next two

week period.
