March 23, 2010
Members present: Seeboth, Berg, Dove, Lochner,
and Potter, along with Lay Board Member Mohr.
Also in attendance were Administrator Enter,
County Attorney Hinnenthal, and Family Services
Director Henderson. Lay Board Member Kuster
was excused.
M/Lochner, S/Potter, to accept the Minutes
of 3-16-10 and authorize publication of the
Synopsis of same, carried.
M/Berg, S/Lochner, to accept and file the
Annual Local Adult Mental Health Advisory
Committee Report which also included a 2009
SCCBI Resource Center Report for Bridge on
Center (BOC); BOC 2009 Goals and Objectives
Report; 2009 Resource Center Report; and
Mental Health Services in Brown County2010,
carried.

Brown County Welfare Fraud Report for 1998
2009 and the Brown County Collections Program
Report for the period of 9/94 thru 12/31/09,
carried.
M/Lochner, S/Dove, to approve the Brown
County Evaluation Center, Inc. Detox Division
Host County Purchase of Service Agreement
Addendum 1 to the 2010 contract effective 4-1-
10 which changes the way insurance is handled
for clients at the Brown County Evaluation Center
and the per diem rate from $255/day to $320/day,
carried.

information on the "Signs of Safety" approach
to Child Protection casework which is a new
philosophy and approach that revolves around a
risk assessment and case planning format that
is meaningful for all the professionals and the
parents and children, carried.

Social Service Case Actions Listing for Feb.
2010, carried.
M/Potter, S/Lochner, to authorize payment
of Family Services Administrative claims in the
amount of $1,225.88, carried.
M/Potter, S/Lochner, to accept Family
Services Correspondence Items #1 thru #2 and
Family Services Consent Agenda Items #1 thru
#11, carried.
At 10:45 AM, Chairman Seeboth convened
a Closed Session to consider Social Services
Payments, whereupon M/Lochner, S/Berg,
to authorize the payment of Social Services
payments in the amount of $246.88, carried. The
Closed Session ended at 10:46 AM.
M/Dove, S/Berg, to approve the Renewal of
Consumption & Display Permit for the Sleepy Eye
Golf Club, Inc. effective 4-1-10, carried.
M/Lochner,S/Dove,toacceptandfilethe
2009 Annual License Bureau Report, which
noted gross motor vehicle license sales and
gross driver's license sales of $4,560,013.76,
with $4,362,637.76 submitted to the state and
$197,376.00 in fees retained by Brown County,
carried.

2010 Monthly Reports of Activity for the Brown
County Sheriff's Dept., carried.
M/Berg, S/Dove, to accept and file the
following Public Health Update: Statewide
Health Improvement Program (SHIP); H1N1
NovelInfluenza;PerformanceImprovementPlan;
Staff Changes; Public Health Standards; Health
Care Homes; Adolescent and Adult Vaccination
Campaign; Prescription Drug Program; Spring
MSU Students; Public Health Leadership Institute,
carried.
M/Potter, S/Seeboth, to approve revised
Public Health policy/procedures titled: Vision
Statement, Mission Statement, and Guiding
Principles, as recommended by the Brown County
Public Health Advisory Committee, carried.
M/Berg, S/Potter, to authorize the Highway
Engineer to obtain quotes to replace the fuel
dispensing system excluding the tanks at the
Highway Dept., carried.
M/Potter, S/Dove, to approve Res. No. 2010-
09 authorizing the County Board Chairman to
sign a resolution requesting a State of Emergency
forthefloodingeventofMar.2010,carried.
M/Lochner, S/Berg, to approve revisions to
the low interest loan application for the septic
loan program effective this date 3-23-10, carried.
M/Potter, S/Dove, to approve Res. No. 2010-
10 Authorizing Participation in Planning Process
and Execution of Sub-Grant Agreement with the
Minnesota Dept. of Homeland Security, carried.
M/Berg, S/Dove, to authorize Board Chairman
Seeboth to sign the Letter of Commitment of
Funds on behalf of Brown County that authorizes
staff to participate in the planning process in
order to update the All Hazard Mitigation Plan for
Brown County, carried.
M/Berg, S/Potter, to approve Amendment
to Attachment "A" between the MN Dept. of
Agriculture and Brown County AgBMP Loan
Program-Multiple Lender System Agreement
#M6892 for AgBMP loan funds received for 2010
and authorize Board Chairman Seeboth to sign
same on behalf of Brown County, carried.
M/Dove,S/Berg,toacceptandfilethereport/
update on activities of the Three Rivers RC&D
as presented by Three Rivers RC&D Acting Area
Program Specialist Lisa Buckner, carried.
Correspondence C-1 thru C-14 were accepted
andfiled.
Seeboth reported on the recent Beyond
the Yellow Ribbon meeting; Berg and Lochner
reported on Sioux Trails matters; and Dove and
Potter reported on the recent Brown County
Economic Development Partners, Inc. meeting.
Calendars were coordinated for the next two
week period.
There being no further business, Chairman
Seeboth adjourned the Meeting at 12:03 PM.
